There is hereby created the Committee for Sustaining\n\nOklahoma's Energy Resources which shall be under the direction and\n\nsupervision of the Oklahoma Energy Resources Board and shall be for\n\nthe purpose of encouraging new processes or technological\n\nadvancements to sustain the oil and natural gas industry in the\n\nfuture for the benefit of the citizens of this state and for\n\nadvancing activities to support marginally producing oil and gas\n\nwells.\n\nB. 1. The Committee for Sustaining Oklahoma's Energy Resources\n\nshall be made up of not less than twelve but not more than eighteen\n\nmembers. The Oklahoma Energy Resources Board shall select one\n\nmember of the Board to serve as the chair of the Committee. Except\n\nas otherwise provided, members of the Committee shall be appointed\n\nby the chair of the Committee and approved by a majority of the\n\nBoard.\n\n2. The Secretary of Energy or a designee shall serve as a\n\nmember of the Committee for Sustaining Oklahoma’s Energy Resources.\n\nThe Secretary of Energy shall select one member of the Committee who\n\nshall currently be serving on the Oklahoma Energy Initiative Board\n\non behalf of the University of Oklahoma, Oklahoma State University,\n\nthe University of Tulsa or Oklahoma City University.\n\n3. Of the remaining members of the Committee for Sustaining\n\nOklahoma’s Energy Resources at least:\n\na. four members shall be independent oil and gas\n\noperators, of which at least one shall be from each of\n\nthe four Corporation Commission regulatory districts\n\nas they existed on January 1, 2013, and each shall\n\nhave operations in the district they represent,\n\nb. one member shall be an independent oil and gas\n\noperator from Osage County and shall have operations\n\nin Osage County,\n\nc. one member shall be an independent oil and gas\n\noperator selected from a list of operators submitted\n\nby the Oklahoma Independent Petroleum Association,\n\nd. one member shall be an oil and gas operator selected\n\nfrom a list of operators submitted by the Mid-\n\nContinent Oil and Gas Association,\n\ne. one member shall be an Oklahoma oil and gas royalty\n\nowner selected from a list of names submitted by the\n\nOklahoma Mineral Owners Association, and\n\nf. one member shall be an Oklahoma oil and gas royalty\n\nowner selected from a list of names submitted by the\n\nOklahoma affiliate of the National Association of\n\nRoyalty Owners.\n\n4. With the exception of the Secretary of Energy or the\n\ndesignee of the Secretary, Committee members shall serve for three-\n\nyear terms and may be removed from the Committee by a majority vote\n\nof the Committee with or without cause. The Oklahoma Energy\n\nResources Board may establish any additional qualifications,\n\nrequirements or conditions it deems appropriate for members of the\n\nCommittee which are consistent with the provisions of this section.\n\nThe chair of the Committee, with the approval of the Board, shall\n\nstrive to select representatives of all facets of the oil and\n\nnatural gas industry, and the University of Oklahoma, Oklahoma State\n\nUniversity, the University of Tulsa, and Oklahoma City University,\n\nin addition to any other interested higher education institutions\n\nand governmental entities charged with duties and authority over\n\nrelevant areas.\n\n5. No member of the Committee shall receive a salary for duties\n\nperformed as a member of the Committee; however, members may be\n\neligible to receive reimbursement for necessary and actual travel\n\nexpenses as provided for in the State Travel Reimbursement Act if\n\napproved by the Oklahoma Energy Resources Board.\n\n6. Members appointed to serve on the Committee shall be\n\neligible to serve on any other state board or commission if the\n\nmember is otherwise qualified to hold such appointed office,\n\nnotwithstanding the provisions of Section 6 of Title 51 of the\n\nOklahoma Statutes.\n\nC. The Committee for Sustaining Oklahoma’s Energy Resources is\nimbursement Act if\n\napproved by the Oklahoma Energy Resources Board.\n\n6. Members appointed to serve on the Committee shall be\n\neligible to serve on any other state board or commission if the\n\nmember is otherwise qualified to hold such appointed office,\n\nnotwithstanding the provisions of Section 6 of Title 51 of the\n\nOklahoma Statutes.\n\nC. The Committee for Sustaining Oklahoma’s Energy Resources is\n\nauthorized to accept appropriations, donations, grants,\n\ncontributions and gifts from any public or private source for the\n\npurpose of implementing the provisions of this act. The Committee\n\nshall deposit such funds in the revolving fund created in Section\n\n288.5B of this title.\n\nD.
