Stat. tit. 52, § 52-420.24","heading":"Commission powers and duties","body":"The Commission shall have the power and duty to:\n\n1. Administer and enforce the provisions of the Oklahoma\n\nLiquefied Petroleum Gas Research, Marketing and Safety Act;\n\n2. Establish an office for the Commission within the State of\n\nOklahoma;\n\n3. Elect a chairperson and whatever other officers may be\n\nnecessary to direct operations of the Commission;\n\n4. Employ personnel as shall be deemed necessary to carry out\n\nthe purpose and provisions of the Oklahoma Liquefied Petroleum Gas\n\nResearch, Marketing and Safety Act and to prescribe their duties and\n\nfix their compensation;\n\n5. Establish and administer the LP Gas Research, Marketing and\n\nSafety Revolving Fund;\n\n6. Approve or disapprove the budget of the Commission;\n\n7. Promulgate rules as it deems necessary to carry out the\n\nprovisions of the Oklahoma Liquefied Petroleum Gas Research,\n\nMarketing and Safety Act;\n\n8. Enter into contracts or agreements for studies, research\n\nprojects, safety programs, experimental work, supplies or other\n\nservices to carry out the purposes of the Oklahoma Liquefied\n\nPetroleum Gas Research, Marketing and Safety Act, and incur those\n\nexpenses necessary to carry out those purposes. Any contract or\n\nagreement shall provide that:\n\na. the person entering the contract or agreement on\n\nbehalf of the Commission shall develop and submit to\n\nthe Commission a plan or project together with a\n\nbudget that shows estimated costs to be incurred for\n\nthe plan or project, and\n\nb. the person entering the contract or agreement shall\n\nkeep accurate records of all of its transactions,\n\naccount for funds received and expended, and make\n\nperiodic reports to the Commission of activities\n\nconducted, and any other reports as the Commission may\n\nrequire;\n\n9. Keep accurate records of all financial transactions\n\nperformed pursuant to the Oklahoma Liquefied Petroleum Gas Research,\n\nMarketing and Safety Act. These records shall be audited annually\n\nby an independent auditor and an annual report shall be compiled and\n\npresented to the Governor;\n\n10. Cooperate with any private, local, state or national\n\ncommission, organization, agency or group and to make contracts and\n\nagreements for joint programs beneficial to the LP gas industry;\n\n11. Accept donations, grants, contributions and gifts from any\n\npublic or private source and deposit the money in the LP Gas\n\nResearch, Marketing and Safety Revolving Fund;\n\n12. Approve or disapprove the investment of any monies in the\n\nLP Gas Research, Marketing and Safety Revolving Fund pursuant to\n\nSection 7 of this act; and\n\n13.
