Any person who operates or owns a hazardous liquid\n\ntransportation system shall prepare and implement a written plan for\n\nthe inspection, operation, and maintenance of each transportation\n\nsystem owned or operated by said person to ensure the safety of said\n\nsystem. Said plan shall be submitted to the Commission for\n\napproval.\n\nB. The Commission, after reviewing the adequacy of said plan,\n\nshall either approve or disapprove the plan. In determining\n\nadequacy of a plan, the Commission shall consider:\n\n1. all relevant transportation system safety data which is\n\navailable; and\n\n2. whether the plan is appropriate for the particular\n\ntransportation system or facility; and\n\n3. the feasibility of the plan; and\n\n4. the extent to which said plan will contribute to public\n\nsafety.\n\nC.
