The Corporation Commission and the State Treasurer are to\n\nestablish, administer and enforce rules and shall establish\n\nprocedures for the full coordinated implementation of Section 551 et\n\nseq. of this title.\n\nB. The operation of Section 551 et seq. of this title shall be\n\nprospective only and shall apply only to pooling proceedings filed\n\nafter July 1, 1984.
