The Oklahoma Arts Council is authorized to assist and, if\n\nfunds are available, to make incentive grants to school districts or\n\norganizations for the establishment of visual arts programs in\n\nschools. The award of grants shall be limited to:\n\n1. School districts that do not have an existing visual arts\n\nprogram or full-time certified visual arts teachers in school sites;\n\nand\n\n2. Organizations that provide visual arts programming to school\n\ndistricts that do not have an existing visual arts program or full-\n\ntime certified visual arts teachers in school sites.\n\nB. The incentive grant funding may be used for the support of\n\nvisual arts programs in underserved schools or paying the salary\n\ncosts of a certified art teacher.\n\nC. The Council shall determine criteria for the program and\n\nestablish a process for the consideration of proposals. The Council\n\nis authorized to promulgate rules for the operation of the program.\n\nD. Any money appropriated by the Legislature for the incentive\n\ngrant program shall be matched with other funding secured by the\n\nCouncil. The matching funding may be raised by the Council, school\n\ndistricts, for-profit or nonprofit organizations, governmental\n\nentities, private or public foundations, corporations, or\n\nindividuals. Any matching funding raised by the Council for the\n\nprogram shall be deposited in the Oklahoma Arts Council Arts\n\nEducation Revolving Fund created in Section 175 of this title.
