Stat. tit. 56, § 56-1011.4","heading":"Database of clinical utilization information - Needs","body":"analysis - Electronic prescribing pilot program.\n\nA. The Oklahoma Health Care Authority shall conduct a needs\n\nanalysis to design a database of clinical utilization information or\n\nelectronic medical records for Medicaid providers. This system\n\nshall be web-based and allow providers to review on a real-time\n\nbasis the utilization of Medicaid services including, but not\n\nlimited to, office visits, inpatient and outpatient\n\nhospitalizations, laboratory and pathology services, radiological\n\nand other imaging services, dental care, and patterns of dispensing\n\nprescription drugs in order to coordinate care and identify\n\npotential fraud and abuse. The Oklahoma Health Care Authority shall\n\nevaluate and report findings to the Governor and the Legislature by\n\nJanuary 1, 2008.\n\nB. The Oklahoma Health Care Authority shall design and\n\nimplement an electronic prescribing pilot program. The pilot\n\nprogram may include, but is not limited to, providing hardware,\n\nsoftware, and connectivity for a limited number of prescribers. The\n\nprescribers who participate may be given vouchers for hardware,\n\nsoftware, and connectivity, or the Oklahoma Health Care Authority\n\nmay use direct vendor contracts. The Oklahoma Health Care Authority\n\nshall:\n\n1. Within the messaging capabilities of the electronic\n\nprescribing system alert prescribers when patients are prescribed\n\nmultiple drugs that may be duplicative, contraindicated, or have\n\nother potential problems related either to other medications or\n\nhealth status of the patient;\n\n2. Track spending trends for prescription drugs and deviation\n\nfrom best-practice guidelines and notify prescribers who\n\nconsistently fall outside those guidelines, comparing those\n\nprescribers who are using the electronic prescribing system to those\n\nwho are not in order to determine whether the pilot program should\n\nbe expanded; and\n\n3. In conjunction with disease management programs or other\n\ntargeted interventions, alert prescribers to patients who fail to\n\nrefill ongoing or maintenance medication prescriptions in a timely\n\nfashion.\n\nC.
