On or before January 1, 2012, the Oklahoma Health Care\n\nAuthority shall initiate a Request for Proposal (RFP) which shall\n\noutline specific expectations and requirements of suppliers to\n\ncompetitively bid on administrative agent services for the ADvantage\n\nWaiver Program. The RFP shall comply with all requirements of The\n\nOklahoma Central Purchasing Act related to state procurement.\n\nThe RFP shall:\n\nl. Require outsourcing of administrative agent services for a\n\nperiod of one (1) year;\n\n2. Outline minimum requirements;\n\n3. Direct the Oklahoma Central Purchasing Office to award a\n\ncontract for administrative agent services;\n\n4. Have a submission deadline of April 1, 2012;\n\n5. Provide that the administrative agent contract award be\n\nannounced on May 15, 2012; and\n\n6. Provide that the administrative agent contract awarded begin\n\nJuly 1, 2012.\n\nB. The State of Oklahoma shall not discriminate against\n\nsuppliers from states or nations outside Oklahoma and shall\n\nreciprocate the bidding preference given by other states or nations\n\nto suppliers domiciled in their jurisdictions for acquisitions\n\npursuant to The Oklahoma Central Purchasing Act. The state shall\n\ngive preference to a resident bidder over other state or foreign\n\nbidders if goods or services provided in this state are equal in\n\nprice, fitness, availability or quality.\n\nC. Suppliers shall be required to have comprehensive experience\n\nin the administration of a Medicaid home- and community-based\n\nservice delivery system for elders in frail health and adults with\n\ndisabilities. The administrative agent contract shall be awarded to\n\none supplier based on qualification, merit and cost competiveness\n\nand evaluation criteria that include:\n\n1. Qualifications and experience in providing similar services;\n\n2. Knowledge and technical competence;\n\n3. Management, key personnel and other professional\n\ncertifications;\n\n4. Timeliness and responsiveness of services;\n\n5. Detailed budget/costs;\n\n6. Proposal for management and administration with detailed\n\ndescription of:\n\na. administrative structures that shall be in place prior\n\nto contract implementation to support the scope of\n\nservices,\n\nb. processes and procedures for daily operations,\n\nc. expected outcomes along with the performance measures\n\nused to measure the effectiveness of each function,\n\nd. description of data collection methods and reporting\n\nmechanisms,\n\ne. methods used to collaborate and communicate with\n\nmembers, service providers, local and state health and\n\nhuman service agencies, regulatory agencies, and other\n\nstakeholders, and\n\nf. detailed description and supporting documentation of\n\nhow each waiver assurance will be met.\n\nD. State employees currently performing such function shall be\n\nallowed to compete by submitting a bid to perform the administrative\n\nagency functions required in the day-to-day operations of the\n\nADvantage Waiver Program; provided, however, that any and all such\n\nbids shall be submitted to and certified by the Oklahoma Health Care\n\nAuthority, who shall for purposes of this section constitute the\n\n“agency” as such term is defined in the Oklahoma Privatization of\n\nState Functions Act.\n\nE.
