There are hereby created four Department of Human Services\n\nCitizens Advisory Panels to evaluate core program and administrative\n\nareas of the Department and to develop recommendations to improve\n\nthe programs and administration of the Department. These Panels are\n\nfor Children and Family Issues, Aging Issues, Disability Issues and\n\nAdministration. Each Panel shall be composed of five (5) members.\n\nEach appointee shall demonstrate an interest or expertise in the\n\narea of responsibility of the Panel to which the member is\n\nappointed. The Panels shall be established as follows:\n\n1. The Citizens Advisory Panel for Children and Family Issues\n\nshall be composed of:\n\na. one member to be appointed by the Governor,\n\nb. one member to be appointed by the Speaker of the\n\nHouse,\n\nc. one member to be appointed by the President Pro\n\nTempore of the Senate,\n\nd. one member to be appointed by the minority leader of\n\nthe House of Representatives, and\n\ne. one member to be appointed by the minority leader of\n\nthe Senate;\n\n2. The Citizens Advisory Panel for Aging Issues shall be\n\ncomposed of:\n\na. one member to be appointed by the Governor,\n\nb. one member to be appointed by the Speaker of the House\n\nof Representatives,\n\nc. one member to be appointed by the President Pro\n\nTempore of the Senate,\n\nd. one member to be appointed by the minority leader of\n\nthe House of Representatives, and\n\ne. one member to be appointed by the minority leader of\n\nthe Senate;\n\n3. The Citizens Advisory Panel for Disability Issues shall be\n\ncomposed of:\n\na. one member to be appointed by the Governor,\n\nb. one member to be appointed by the Speaker of the House\n\nof Representatives,\n\nc. one member to be appointed by the President Pro\n\nTempore of the Senate,\n\nd. one member to be appointed by the minority leader of\n\nthe House of Representatives, and\n\ne. one member to be appointed by the minority leader of\n\nthe Senate; and\n\n4. The Citizens Advisory Panel for Administration shall be\n\ncomposed of:\n\na. one member to be appointed by the Governor,\n\nb. one member to be appointed by the Speaker of the House\n\nof Representatives,\n\nc. one member to be appointed by the President Pro\n\nTempore of the Senate,\n\nd. one member to be appointed by the minority leader of\n\nthe House of Representatives, and\n\ne. one member to be appointed by the minority leader of\n\nthe Senate.\n\nB. Appointing authorities shall appoint members from diverse\n\nbackgrounds with specialized interests in public welfare, human\n\nservices and the specific area of expertise relevant to the Panel to\n\nwhich the member is appointed. Appointees shall not be members of\n\nthe Oklahoma Legislature. Panels may meet at their discretion\n\nanywhere in the state for the purposes of soliciting input from any\n\ninterested party including but not limited to employees of the\n\nDepartment, persons receiving services from the Department and\n\ncommunity stakeholders. Members shall be reimbursed for travel\n\nexpenses in accordance with the provisions of the State Travel\n\nReimbursement Act. Each respective panel shall also conduct\n\nmeetings open to the public at least four (4) times per year but not\n\nmore than six (6) times per year without prior approval from the\n\nDirector of Human Services. The dates, times and locations of\n\npublic meetings shall be filed with the Secretary of State on or\n\nbefore December 15th of the preceding calendar year. An agenda for\n\neach public meeting shall be posted in prominent public view at the\n\nlocation at least twenty-four (24) hours in advance and identify all\n\nitems of business to be transacted. Before any Panel member or\n\nmembers initiate efforts to informally solicit input on behalf of a\n\nPanel, such action must first be listed on a public meeting agenda\n\nand approved by a vote of the respective Panel. All Panels shall\npublic meeting shall be posted in prominent public view at the\n\nlocation at least twenty-four (24) hours in advance and identify all\n\nitems of business to be transacted. Before any Panel member or\n\nmembers initiate efforts to informally solicit input on behalf of a\n\nPanel, such action must first be listed on a public meeting agenda\n\nand approved by a vote of the respective Panel. All Panels shall\n\nmeet together at least one time per year in a Joint Citizens\n\nAdvisory Panel meeting open to the public to be called by the\n\nDirector of Human Services. The Governor shall appoint one of the\n\nmembers of each Panel as Chair until each Panel has an\n\norganizational meeting and elects a chair. Each Panel chair shall\n\nbe selected by a majority of each respective Panel to serve a one\n\n(1) year term with no prohibition on serving consecutive terms.\n\nC. The Department shall provide administrative support for the\n\nPanels and the Attorney General shall provide the Panels with\n\ngeneral counsel. The Panels shall have reasonable access to\n\nDepartment records and personnel necessary to examine Department\n\npolicies, practices and outcomes. The members shall operate under\n\nthe same confidentiality restrictions as any employee or agent of\n\nthe Department.\n\nD. The Panels shall function as Advisory Panels to provide\n\nadvice, information and analysis to the Director on the programs and\n\nservices of the Department and their impact on outcomes. Each panel\n\nshall identify programs and services which could be improved or\n\nenhanced and report these recommendations in writing to the\n\nDirector. Recommendations made to the Director shall be discussed\n\nand agreed upon by a vote of the respective Panel during a public\n\nmeeting. The appropriate Panels shall also offer recommendations\n\nfor the implementation of the Pinnacle Plan. Each Panel, including\n\nthe Joint Citizens Advisory Panel, shall make recommendations to\n\nimprove the services and efficiency of the Department in their\n\nspecific area and report on such recommendations to the Governor,\n\nSpeaker of the House of Representatives, the President Pro Tempore\n\nof the Senate and the Director by December 31 of each year.\n\nE.
