The Oklahoma Health Care Authority, the Department of Human\n\nServices and the Department of Mental Health and Substance Abuse\n\nServices, in cooperation with community stakeholders, shall develop\n\na prescreening process to be utilized prior to an individual being\n\nadmitted to a nursing facility or within twenty (20) days of\n\nadmission to such a facility. The purpose of the screening process\n\nshall be to ensure that individuals who wish to avoid placement in a\n\nnursing facility have access to supports necessary to remain in the\n\ncommunity. The prescreening process shall include, but not be\n\nlimited to, the use of the following tools:\n\n1. Resident Assessment Instrument – Minimum Data Set (RAI-MDS),\n\nas designated by the Centers for Medicare and Medicaid Services;\n\n2. Universal Comprehensive Assessment Tool (UCAT);\n\n3. Preadmission Screening and Annual Resident Review (PASARR);\n\n4. Inventory for Client and Agency Planning (ICAP); and\n\n5. Uniform Case Assessment Protocol (UCAP).\n\nB.
