Sections 230.50 through 230.73 and 241.1 through 241.3 of\n\nthis title shall be known and may be cited as the \"Statewide\n\nTemporary Assistance Responsibility System (STARS)\".\n\nB. 1. There is hereby established the Statewide Temporary\n\nAssistance Responsibility System (STARS) which shall consist of\n\nprograms and services to be offered by the state with funds provided\n\nby the temporary assistance for needy families block grant\n\nauthorized by Section 103 of the federal Personal Responsibility and\n\nWork Opportunity Reconciliation Act of 1996, P.L. 104-193, in\n\naddition to other monies appropriated by law.\n\n2. The STARS shall consist of integrated and coordinated\n\nprograms and services that will provide recipients with the\n\nnecessary tools to enable them to make the transition from reliance\n\non public assistance programs to becoming independent, self-\n\nsufficient citizens who are capable of supporting themselves and\n\ntheir families. Such programs and services include but are not\n\nlimited to: career guidance and employment preparation, job\n\nreferral, vocational and technical training, child care initiatives,\n\nliteracy development, adult basic education, and medical assistance.\n\n3. The Oklahoma Legislature further recognizes the importance\n\nof encouraging establishment of statewide, One-stop\n\nCareer/Employment Centers that would link existing resources and\n\nfederal and state programs for utilization by persons receiving\n\ntemporary assistance, and underemployed and unemployed persons.\n\nC. The Department of Human Services shall be responsible for:\n\n1. Implementing the federal Temporary Assistance for Needy\n\nFamilies Act (TANF);\n\n2. Carrying out the projects and programs specified in the\n\nSTARS. The Department shall implement the provisions of the STARS\n\nto the fullest extent permitted by law and in accordance with the\n\nterms and conditions specified by the federal government;\n\n3. Expediting the acquisition of any federal waivers necessary\n\nto implement the provisions of STARS through amendments, combined\n\nwaivers, requests and in any other such manner authorized by federal\n\nlaw and regulations;\n\n4. Working in close and continuous coordination with\n\nappropriate federal officials and preparing and submitting\n\ncompletely and in a timely manner all forms and data required by\n\nfederal officials to implement STARS; and\n\n5. Continuing to explore and expand opportunities for the state\n\nto pursue agreements with additional service providers including but\n\nnot limited to community colleges, technology centers and community\n\nresources in order to provide direct referral and link recipients\n\nwith career and technology education and training programs.\n\nD. In administering the STARS, the Department shall collaborate\n\nwith the Oklahoma Employment Security Commission, the Department of\n\nCommerce, the State Department of Health and the State Department of\n\nEducation and any other state or federal agency necessary to\n\nimplement the provisions of the STARS.\n\nE. In submitting any state plan or amendments to the state plan\n\nto the federal government in order to obtain a temporary assistance\n\nfor needy families block grant or child care and development block\n\ngrant, the Department shall seek the maximum block grant funding and\n\nfederal contingency fund allocations that are available pursuant to\n\nthe federal Personal Responsibility and Work Opportunity\n\nReconciliation Act of 1996, P.L. 104-193.\n\nF. The Department for Human Services shall promulgate rules for\n\ndeveloping any projects and programs to implement the STARS.\n\nG. 1. The Department of Human Services is directed to file\n\nwith the Speaker of the House of Representatives and the President\nd allocations that are available pursuant to\n\nthe federal Personal Responsibility and Work Opportunity\n\nReconciliation Act of 1996, P.L. 104-193.\n\nF. The Department for Human Services shall promulgate rules for\n\ndeveloping any projects and programs to implement the STARS.\n\nG. 1. The Department of Human Services is directed to file\n\nwith the Speaker of the House of Representatives and the President\n\nPro Tempore of the Senate a copy of any waiver application or\n\nrequest for amendment or exemption filed with the federal\n\ngovernment, copies of correspondence to and from the federal\n\ngovernment explaining and elaborating upon said applications, and\n\nfinal documentation of any waivers, amendments, and exemptions\n\ngranted by the federal government pursuant to the STARS.\n\n2. On or before February 1, 1998, for the previous six-month\n\nperiod, and on or before February 1 of each year, for the previous\n\nfiscal year, the Department shall provide a written report on each\n\nproject and program specified in the STARS to the Legislature and\n\nthe Governor which identifies:\n\na. total number of new applications received by the\n\nDepartment for TANF, food stamps and child care, and\n\nthe number of cases actually certified,\n\nb. number of recipients who signed a personal\n\nresponsibility agreement pursuant to the TANF program,\n\nc. number of cases closed by the Department and the\n\nreasons for the case closures,\n\nd. the number of persons who reapplied for benefits\n\npursuant to the TANF program after a case had been\n\nclosed,\n\ne. number of recipients who completed an employability\n\nassessment by level of education,\n\nf. the total number of recipients who completed an\n\nemployability assessment, and the number who were\n\ninitially referred for:\n\n(1) literacy assessment,\n\n(2) adult basic education or remediation classes,\n\n(3) job skills development or vocational training,\n\n(4) employment,\n\n(5) other,\n\ng. of the total number of recipients assessed for\n\nliteracy skills, the number who scored:\n\n(1) at or below 6th grade level,\n\n(2) at 7th or 8th grade level,\n\n(3) at 9th or 10th grade level,\n\n(4) above 10th grade level,\n\nh. number of sanctions imposed for violations of the\n\nprovisions of the STARS or rules promulgated pursuant\n\nthereto or any other provision of law or rule relating\n\nto receipt of benefits by a recipient and the reasons\n\nfor imposing the sanction,\n\ni. percentage of recipients in allowable work activities,\n\nj. number of recipients in each allowable work activity\n\nand the length of time spent in that activity,\n\nk. number of recipients employed by state agencies and\n\ncontract service providers,\n\nl. number of recipients entering the workforce by\n\noccupation types,\n\nm. estimated average monthly earnings for employed aid\n\nrecipients,\n\nn. average monthly number of hours worked by recipients,\n\no. number of qualified aliens applying for assistance\n\npursuant to the STARS and number of applications\n\ncertified by the Department, and\n\np. such other information deemed necessary by the\n\nDepartment.","path":["OK Code","Title 56"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os56.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"59a4a7502ee5ff609af49815fd1c59ef5fb65b05c5f2988a7f933ff506623144","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-56-56-230.3","next":"us-ok/okla.-stat.-tit.-56-56-230.51"},"notice":"GroundRules: Original legal text.
