The Department of Human Services, working with the\n\nDepartment of Mental Health and Substance Abuse Services, shall\n\nconduct a study to determine the extent to which substance abuse\n\ninterferes with the ability of recipients in the Temporary\n\nAssistance for Needy Families (TANF) program to secure and maintain\n\nemployment leading to self sufficiency.\n\nB. The study shall include, but not be limited to, an\n\nassessment of the extent of the substance abuse problem among public\n\nassistance recipients in this state, the availability of a range of\n\ntreatment resources statewide, and consideration of the use of drug\n\ntesting, sanctions, and other tools recognized in successful\n\nintervention models, as well as the safety of any children involved.\n\nC.
