The Legislature hereby encourages the establishment of One-\n\nstop Career/Employment Centers that link federal, state and local\n\nresources and programs and that create collaborative and\n\ninterorganizational partnerships between state governmental agencies\n\nand private and nonprofit entities. Such agencies and private and\n\nnonprofit entities shall include, but not be limited to:\n\n1. The Department of Human Services;\n\n2. The State Department of Education;\n\n3. The Oklahoma Department of Career and Technology Education;\n\n4. The Oklahoma Department of Commerce;\n\n5. The Oklahoma Employment Security Commission;\n\n6. The Oklahoma Health Care Authority;\n\n7. The State Department of Health;\n\n8. The State Department of Mental Health and Substance Abuse\n\nServices;\n\n9. The Oklahoma Department of Corrections;\n\n10. The Office of Management and Enterprise Services;\n\n11. The Oklahoma State Regents for Higher Education;\n\n12. Community action agencies;\n\n13. Local and municipal groups;\n\n14. Substate planning groups; and\n\n15. Religious and charitable organizations.\n\nB. 1. The purpose of the collaborative and interorganizational\n\npartnership shall be to assist persons receiving temporary\n\nassistance, persons who are employed in low-wage jobs, underemployed\n\npersons, and persons who are unemployed to obtain employment\n\npreparation; to explore career, employment and job referral\n\nopportunities; to improve skills through education and training; and\n\nto obtain information on various services and programs in the state.\n\n2. Employment preparation includes, but is not limited to:\n\na. education, training, or retraining for specified time\n\nlimits,\n\nb. private and public work experience, and\n\nc. development of certain career/job training and\n\nretraining skills and apprenticeships.\n\nC. The Oklahoma Employment Security Commission, in consultation\n\nwith entities desiring to form such partnerships, shall develop a\n\nlocal implementation plan for use by all parties desiring to enter\n\ninto a plan for a one-stop career and employment center. The plan\n\nshall be signed by all partnership entities and shall be submitted\n\nto the Oklahoma Employment Security Commission for review and\n\nrecommendation.\n\nD. The local implementation plan shall include, but not be\n\nlimited to, the names, addresses, and phone numbers of parties and\n\norganizational entities; specific goals, objectives, and plans for\n\nimplementation of the initiative; the signature of all parties\n\nagreeing to the initiative; and the beginning date of the initiative\n\nas agreed upon by the parties.\n\nE. Until such time as the collaborative and interorganizational\n\npartnerships encouraged by this legislation are fully implemented,\n\nthe state agencies listed in subsection A of this section which\n\nprovide services shall each maintain an Internet web site upon which\n\napplication forms for the services they provide may be accessed and\n\ndownloaded by individuals wishing to make application for the\n\nservices provided.
