If a party in a divorce action or other civil case has\n\ndisobeyed or failed to comply with an order of the court to make\n\npayments for the support or maintenance of a child for whom the\n\nDepartment of Human Services thereafter makes payments in its\n\nprogram for Temporary Aid to Needy Families (TANF), the Department\n\nmay file and prosecute in such action or civil case an application\n\nto have a party cited and punished for contempt of court, or any\n\nother pleading to secure compliance with the court's order.\n\nB. The Department of Human Services, in coordination with\n\ndistrict attorneys, is authorized to periodically offer an amnesty\n\nprogram for those who owe past-due child support. The Department,\n\nin coordination with district attorneys, may announce and publicize\n\na program that offers those who owe past-due child support an\n\nopportunity to pay off the past-due support by a certain date. If\n\npayment in full is made, the Department, in coordination with\n\ndistrict attorneys, may forego the use of other enforcement remedies\n\nfor support past-due and accrued interest on that amount owed to the\n\nstate up to that date.
