Attorneys employed by or contracting with the Department of\n\nHuman Services for the establishment of paternity and the\n\nestablishment, enforcement, and collection of child support\n\nobligations under Part D of Title IV of the Federal Social Security\n\nAct, 42 U.S.C., Section 651 et seq., or attorneys acting for the\n\nDepartment through an agreement as set forth in Section 237.1 of\n\nthis title may represent the state or other states in administrative\n\nor civil actions.\n\nB. Department attorneys represent the state and not the\n\ninterests of any other party. Providing services under Title IV-D\n\nof the Federal Social Security Act does not create an attorney-\n\nclient relationship with any other party.\n\nC.
