Those persons not receiving aid to families with dependent\n\nchildren shall be given equal access to the services provided by the\n\nDepartment of Human Services through its statewide plan for child\n\nsupport authorized by the Federal Social Security Act, 42 U.S.C.,\n\nSection 301 et seq.\n\nB.
