The Department of Human Services shall develop an electronic\n\nbenefits identification program to expediently and accurately\n\ndetermine the eligibility of and the extent or limit of benefits of\n\nclients, and to serve providers and other persons providing\n\nconsumer-related goods to recipients of food stamps and other\n\nassistance programs.\n\nB. 1. The electronic benefits identification program for\n\nrecipients of food stamps and other assistance may be implemented on\n\na staggered basis.\n\n2. To provide for the implementation of the electronic benefits\n\nidentification program, and as determined necessary by the\n\nDepartment for such implementation in compliance with federal law,\n\nthe time of issuance of benefits for recipients of food stamps and\n\nother assistance programs may be modified or adjusted to provide for\n\nissuance of benefits on a staggered basis, provided recipients shall\n\nbe notified, in writing, at least three (3) months prior to any\n\nmodification or adjustment of the time of issuance of benefits.\n\nC.
