No debit or electronic benefit transfer cards that contain\n\nstate or federal funds from programs including, but not limited to,\n\nTemporary Assistance for Needy Families (TANF) may be used in any\n\ntransaction in:\n\n1. Any liquor store;\n\n2. Any casino, gambling casino or gaming establishment;\n\n3. Any retail establishment which provides adult-oriented\n\nentertainment in which performers disrobe or perform in an unclothed\n\nstate for entertainment; or\n\n4. Any retail establishment whose principal business is that of\n\nselling cigarettes, cigar or tobacco products.\n\nB. For the purposes of this act:\n\n1. \"Liquor store\" means any retail establishment that sells\n\nexclusively or primarily intoxicating liquor but does not include a\n\ngrocery store that sells both intoxicating liquor and groceries;\n\n2. \"Casino\", \"gambling casino\" and \"gaming establishment\" do\n\nnot include:\n\na. a grocery store that sells groceries and that also\n\noffers, or is located within the same building or\n\ncomplex as an establishment that offers casino,\n\ngambling or gaming activities, or\n\nb. any other establishment that offers casino, gambling\n\nor gaming activities incidental to the principal\n\npurpose of the business; and\n\n3. \"Electronic benefit transfer transaction\" means the use of a\n\ncredit or debit card service, automated teller machine, point-of-\n\nsale terminal or access to an online system for the withdrawal of\n\nfunds or the processing of a payment for merchandise or service.\n\nC. An individual who violates the provisions of this section\n\nshall be subject to a reduction in Temporary Assistance for Needy\n\nFamilies (TANF) benefits as follows:\n\n1. For the first violation, twenty-five percent (25%) of the\n\nindividual's TANF payment standard for a period of three (3) months;\n\n2. A second violation following the three (3) month reduction\n\nin benefits shall result in a thirty-five percent (35%) reduction in\n\nTANF benefits for six (6) subsequent months;\n\n3. A third violation following the six (6) month reduction in\n\nbenefits shall result in a fifty percent (50%) reduction in TANF\n\nbenefits for twelve (12) subsequent months; and\n\n4. Subsequent violations shall result in the individual being\n\ndeemed permanently ineligible for TANF benefits. Individuals with\n\nchildren receiving TANF benefits shall only be eligible to receive\n\nbenefit payments for dependent children as provided by state and\n\nfederal law.\n\nD. By August 1, 2013, the Oklahoma Department of Human Services\n\nshall report on the status of an implementation plan pursuant to the\n\nprovisions of this section.
