Stat. tit. 56, § 56-245","heading":"Short title - Creation of committee - Purpose - Membership","body":"- Meetings - Expenses.\n\nA. This act shall be known and may be cited as the “Oklahoma\n\nFood Security Act”.\n\nB. There is hereby created the Oklahoma Food Security Committee\n\nto continue until December 31, 2012. The purpose of the Committee\n\nis to identify, implement and monitor ways to:\n\n1. Coordinate services among federal, state, faith-based and\n\nnonprofit organizations;\n\n2. Extend existing programs and outreach efforts to serve more\n\npeople;\n\n3. Involve schools in identifying and improving students’\n\naccess to sufficient and nutritious food;\n\n4. Connect eligible hungry people with existing programs;\n\n5. Support community food security initiatives in Oklahoma\n\ncommunities and encourage food production on the local level;\n\n6. Encourage the use of home and community gardens for food\n\nproduction;\n\n7. Support efforts to provide farmers’ markets with the\n\ntechnology for accepting food stamps;\n\n8. Collect and compile detailed county and community data\n\nrelating to food security issues;\n\n9. Apply for the Special Supplemental Nutrition Program for\n\nWomen, Infants, and Children (WIC) and Senior Farmers’ Market\n\nNutrition Programs in Oklahoma;\n\n10. Support creative transportation methods for connecting at-\n\nrisk populations with nutritious foods; and\n\n11. Eliminate sales tax at farmers’ markets.\n\nC. The Committee shall be composed of seventeen (17) members as\n\nfollows:\n\n1. The Secretary of Health or a designee;\n\n2. The Director of the Department of Human Services or a\n\ndesignee;\n\n3. The State Commissioner of Health or a designee;\n\n4. The Commissioner of Mental Health and Substance Abuse\n\nServices or a designee;\n\n5. The Director of the Oklahoma Health Care Authority or a\n\ndesignee;\n\n6. The State Superintendent of Public Instruction or a\n\ndesignee;\n\n7. The Secretary of the Oklahoma Department of Agriculture,\n\nFood, and Forestry or a designee;\n\n8. The Director of the Oklahoma Department of Commerce or a\n\ndesignee;\n\n9. One member appointed by the Governor from a list submitted\n\nby a nonprofit regional food bank organization representing central\n\nand western Oklahoma;\n\n10. One member appointed by the Governor from a list submitted\n\nby a nonprofit regional food bank organization representing eastern\n\nOklahoma;\n\n11. One member appointed by the Governor from a list submitted\n\nby a statewide organization of child advocates;\n\n12. Two members appointed by the President Pro Tempore of the\n\nSenate representing faith-based organizations involved in hunger\n\nprograms;\n\n13. One member appointed by the President Pro Tempore from a\n\nlist submitted by a comprehensive antipoverty agency whose mission\n\nis to help families in need achieve self-sufficiency;\n\n14. One member appointed by the Speaker of the House of\n\nRepresentatives from a list submitted by a statewide organization\n\nrepresenting senior citizens;\n\n15. One member appointed by the Speaker of the House of\n\nRepresentatives from a list submitted by a nonprofit educational\n\norganization that assists in developing sustainable food and farming\n\nsystems; and\n\n16. One member appointed by the Speaker of the House of\n\nRepresentatives from a list submitted by a nonprofit organization\n\ncommitted to effective solutions and key policies which affect\n\nhunger and poverty.\n\nD. The members of the Committee shall select a chair and vice-\n\nchair from among its membership. A quorum of the Committee shall be\n\nrequired for any final action of the Committee.\n\nE. The Committee may meet as often as may be required in order\n\nto perform the duties imposed upon it.\n\nF. The meetings of the Committee shall be subject to the\n\nOklahoma Open Meeting Act.\n\nG. Members of the Committee shall receive no compensation for\n\ntheir services, but shall be reimbursed for reasonable and necessary\n\ntravel expenses incurred in the performance of their duties by their\n\nrespective agency pursuant to the provisions of the State Travel\norder\n\nto perform the duties imposed upon it.\n\nF. The meetings of the Committee shall be subject to the\n\nOklahoma Open Meeting Act.\n\nG. Members of the Committee shall receive no compensation for\n\ntheir services, but shall be reimbursed for reasonable and necessary\n\ntravel expenses incurred in the performance of their duties by their\n\nrespective agency pursuant to the provisions of the State Travel\n\nReimbursement Act. Members appointed by the Governor, the President\n\nPro Tempore of the Senate and the Speaker of the House of\n\nRepresentatives shall be reimbursed by the Department of Human\n\nServices pursuant to the provisions of the State Travel\n\nReimbursement Act.\n\nH. Staff support for the Committee shall be provided by the\n\nDepartment of Human Services.\n\nI.
