This act shall be known and may be cited as the \"Act to\n\nRestore Hope, Opportunity and Prosperity for Everyone\" or the \"HOPE\n\nAct\".\n\nB. Prior to awarding assistance under Medicaid, the Oklahoma\n\nHealth Care Authority shall verify eligibility information of each\n\napplicant, excluding those applicants who would be eligible under\n\nthe Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) and\n\nexcluding those applicants with intellectual disabilities receiving\n\nHome and Community Based Medicaid waiver and state-funded services.\n\nC. The information verified by the Authority shall include, but\n\nis not limited to:\n\n1. Earned and unearned income;\n\n2. Employment status and changes in employment;\n\n3. Immigration status;\n\n4. Residency status, including a nationwide best-address source\n\nto verify individuals are residents of the state;\n\n5. Enrollment status in other state-administered public\n\nassistance programs;\n\n6. Financial resources;\n\n7. Incarceration status;\n\n8. Death records;\n\n9. Enrollment status in public assistance programs outside of\n\nthis state; and\n\n10. Potential identity fraud or identity theft.\n\nD. The Authority shall sign a memorandum of understanding with\n\nany department, agency or division for information detailed in\n\nsubsection C of this section.\n\nE. The Authority shall contract with one or more independent\n\nvendors to provide information detailed in subsection C of this\n\nsection. Any contract entered under this subsection shall establish\n\nannualized savings that exceed the contract's total annual cost to\n\nthe state.\n\nF.
