Provide aid and assistance for indigent or unemployable\n\ncitizens of the state who meet the minimum requirements hereinafter\n\ndescribed;\n\n2. Provide temporary emergency assistance to those victims of\n\nemergencies resulting from fire, flood, tornado and other acts of\n\nGod; and\n\n3.
