Beginning on January 1, 2011, the Oklahoma 2-1-1 Advisory\n\nCollaborative shall be renamed the 2-1-1 Oklahoma Coordinating\n\nCouncil. Beginning on July 1, 2021, the 2-1-1 Oklahoma Coordinating\n\nCouncil shall be renamed the Oklahoma 2-1-1 Collaborative. The\n\nOklahoma 2-1-1 Collaborative is hereby designated as the state lead\n\nentity of all 2-1-1 call centers in this state.\n\nB. The Oklahoma 2-1-1 Collaborative shall have the following\n\nduties and responsibilities:\n\n1. Develop and maintain a statewide coordinated approach for\n\nthe promotion of a 2-1-1 system;\n\n2. Develop and maintain an integrated statewide 2-1-1 service\n\nthat avoids overlap of 2-1-1 call centers in the state;\n\n3. Certify information and referral providers who wish to\n\nbecome 2-1-1 call centers;\n\n4. Develop and maintain certification standards for providers\n\nthat operate as a 2-1-1 call center in the state in compliance with\n\nthe Alliance for Information and Referral Systems;\n\n5. Assure that each 2-1-1 call center is accountable and\n\nmaintains compliance with Corporation Commission standards;\n\n6. Develop and maintain a process for 2-1-1 call center\n\naccountability and compliance with state and national standards for\n\nany contractual obligations;\n\n7. Provide leadership and coordination for 2-1-1 call centers\n\nas it relates to large-scale emergencies and homeland security\n\nneeds;\n\n8. Develop and implement a statewide, outcome-driven strategic\n\nplan for 2-1-1 Oklahoma;\n\n9. Advocate for funding to support and sustain 2-1-1 system\n\ndelivery;\n\n10. Coordinate with national, state and local partners in the\n\nprovision of 2-1-1 services;\n\n11. Collaborate with such entities as may be required and to\n\nthe extent required under federal law or to receive federal funding;\n\n12. Provide funding formula recommendations to the\n\nadministering entity responsible for the allocation of state and\n\nfederal funds appropriated for 2-1-1 Oklahoma; and\n\n13. Submit an annual report no later than September 1 of each\n\nyear to the cabinet Secretary for the cabinet area consisting of the\n\nDepartment of Human Services, of the services rendered in the past\n\nfiscal year by the 2-1-1 system. The report may also include\n\nrecommendations of the Oklahoma 2-1-1 Collaborative.\n\nC. 1. The membership of the Oklahoma 2-1-1 Collaborative shall\n\nbe comprised of fifteen (15) members, five of whom shall be public\n\nsector representatives and ten of whom shall be private sector\n\nrepresentatives. The initial members shall be selected by the\n\ncurrent 2-1-1 call centers in this state as of the effective date of\n\nthis act. Vacancies that occur after the selection of the initial\n\nmembers shall be filled by the Oklahoma 2-1-1 Collaborative.\n\n2. The Oklahoma 2-1-1 Collaborative shall meet not less than\n\ntwo times per year for the purpose of reviewing and carrying out its\n\nduties and responsibilities.\n\n3. The members of the Oklahoma 2-1-1 Collaborative shall adopt\n\nby-laws governing its operations including terms of office, the\n\nconduct of meetings and such other functions as the Oklahoma 2-1-1\n\nCollaborative deems necessary to carry out its duties and\n\nresponsibilities.\n\n4. Members shall serve without compensation or reimbursement\n\nfor expenses; provided, that members who are public officers may be\n\nreimbursed for necessary expenses as provided by law.\n\nD.
