The transformed delivery system of the state Medicaid\n\nprogram and capitated contracts awarded under the transformed\n\ndelivery system shall be designed with uniform defined measures and\n\ngoals that are consistent across contracted entities including, but\n\nnot limited to, adjusted health outcomes, social determinants of\n\nhealth, quality of care, member satisfaction, provider satisfaction,\n\naccess to care, network adequacy, and cost.\n\nB. Prior to implementation of the transformed Medicaid delivery\n\nsystem, each contracted entity shall use nationally recognized,\n\nstandardized provider quality metrics as established by the Oklahoma\n\nHealth Care Authority and, where applicable, may use additional\n\nquality metrics if the measures are mutually agreed upon by the\n\nAuthority, the contracted entity, and participating providers. The\n\nAuthority shall develop processes for determining quality metrics\n\nand cascading quality metrics from contracted entities to\n\nsubcontractors and providers.\n\nC. The Authority may use consultants, organizations, or\n\nmeasures used by health plans, the federal government, or other\n\nstates to develop effective measures for outcomes and quality\n\nincluding, but not limited to, the National Committee for Quality\n\nAssurance (NCQA) or the Healthcare Effectiveness Data and\n\nInformation Set (HEDIS) established by NCQA, the Physician\n\nConsortium for Performance Improvement (PCPI) or any measures\n\ndeveloped by PCPI.\n\nD.
