Stat. tit. 56, § 56-4002.1a","heading":"Legislative intent","body":"It is the intent of the Legislature to transform the state's\n\ncurrent Medicaid program to provide budget predictability for the\n\ntaxpayers of this state while ensuring quality care to those in\n\nneed. The state Medicaid program shall be designed to achieve the\n\nfollowing goals:\n\n1. Improve health outcomes for Medicaid members and the state\n\nas a whole;\n\n2. Ensure budget predictability through shared risk and\n\naccountability;\n\n3. Ensure access to care, quality measures, and member\n\nsatisfaction;\n\n4. Ensure efficient and cost-effective administrative systems\n\nand structures; and\n\n5.
