Rapidly increasing health care costs\n\nthreaten to make such care unaffordable to many citizens.\n\nUnreimbursed health care services provided to indigent persons cause\n\nthe cost of services to paying patients to increase in a manner\n\nunrelated to the actual cost of services delivered. It is therefore\n\nthe intent of the Oklahoma Legislature to develop a system of health\n\ncare delivery that ensures fair and adequate access for all\n\nOklahomans.
