Stat. tit. 57, § 57-218","heading":"Expense of prisoners","body":"The Department of Corrections may contract with any requesting\n\npublic agency to provide inmate labor for public works projects.\n\nThe Department of Corrections shall promulgate and adopt rules which\n\nmay require the requesting agency for the public works project to\n\npay up to the base cost plus ten percent (10%), on a monthly\n\nbilling. The rules shall provide guidelines which establish the\n\ncriteria for how said charges are determined and the amounts the\n\nagencies are to be charged. The requesting agency shall furnish all\n\ntools and materials, unless otherwise agreed upon, necessary in the\n\nperformance of said public works project.
