Stat. tit. 57, § 57-222","heading":"Use of prison labor on private property prohibited -","body":"Exceptions - Definitions - Purpose of work performed.\n\nA. It shall be unlawful to use prisoners assigned to said\n\npublic works project on any property other than public property,\n\nexcept that inmate labor may be used on private property for a\n\npublic purpose.\n\nB. As used in this section \"public purpose\" means a purpose\n\naffecting the inhabitants of the state or political subdivision\n\nutilizing the inmate labor, as a group, and not merely as\n\nindividuals. The work performed shall be essentially public and for\n\nthe general good of the inhabitants of the state or political\n\nsubdivision, and may include eradication of graffiti on private\n\nbuildings or harvesting Eastern Red Cedar trees. For purposes of\n\nthis section:\n\n1. \"Graffiti\" shall include but not be limited to any\n\ninscription, slogan or drawing, crudely scratched, drawn, printed,\n\npainted or scribbled on a wall or other surface visible to the\n\npublic and which is likely to endanger the health or safety of the\n\npublic. Provided, however, that this definition shall never be\n\nconstrued to include any sign or advertising device lawfully erected\n\nor installed by the owner of property, lessee or authorized agent;\n\nand\n\n2. \"Owner\" means the owner of record as shown by the most\n\ncurrent tax rolls of the county treasurer.\n\nC. The purpose of the work performed shall be to aid the\n\nfederal government, a state agency or a political subdivision,\n\nutilizing the inmate labor in the exercise of a governmental\n\nfunction.
