The Oklahoma Legislature, recognizing the need for increased\n\ncommunity diversion programs and reentry services for nonviolent\n\noffenders and inmates who are also the primary caregiver to minor\n\nchildren, hereby authorizes the Department of Corrections to\n\nestablish pilot programs that shall consist of private donations and\n\nstate funds. The purpose of the pilot programs shall be to provide\n\ndiversion programs to reduce the high rate of incarceration for\n\nnonviolent offenders who are also the primary caregiver of minor\n\nchildren and to provide reentry services for inmates with minor\n\nchildren that both employ evidence-based practices and techniques.\n\nB. The pilot diversion program may consist of, but shall not be\n\nlimited to, the following:\n\n1. Identify the population of nonviolent offenders that are\n\nalso the primary caregiver of minor children who have been charged\n\nwith a criminal offense and are at risk of being incarcerated for\n\nsuch offense; and\n\n2. Develop a community-based diversion program that provides\n\ncomprehensive and gender-specific services to offenders who are also\n\nthe primary caregiver of minor children.\n\nC. The pilot reentry program may consist of, but shall not be\n\nlimited to, the following:\n\n1. Identify the population of nonviolent inmates that have been\n\nsentenced to a term of incarceration under the custody of the\n\nDepartment of Corrections who, prior to incarceration, were the\n\nprimary caregiver of minor children;\n\n2. Develop a comprehensive, gender-specific reentry plan for\n\ninmates who upon release from custody will be the primary caregiver\n\nof minor children;\n\n3. Modify existing reentry programs and services to better\n\naddress the needs of inmates who upon release from custody will be\n\nthe primary caregiver of minor children;\n\n4. Develop new reentry programs and services that focus on\n\nparenting and life skills, family supports and employment skills;\n\n5. Develop or modify existing substance abuse treatment and\n\nrehabilitation programs offered to inmates who upon release from\n\ncustody of the Department of Corrections will be the primary\n\ncaregiver of minor children; and\n\n6. Develop partnerships within communities to assist in\n\nproviding support services and employment opportunities to inmates\n\nwho will be the primary caregiver of minor children after the inmate\n\nhas been discharged from the custody of the Department of\n\nCorrections.\n\nD.
