Stat. tit. 57, § 57-521.2","heading":"Transformational Justice Act - Transformational Justice","body":"Interagency Task Force - Revolving funds.\n\nA. There is hereby created until July 1, 2010, the\n\n\"Transformational Justice Interagency Task Force\". The\n\nTransformational Justice Interagency Task Force shall be composed of\n\nthe following members:\n\n1. The Director of the Department of Corrections, or a\n\ndesignee;\n\n2. The Executive Director of the Office of Juvenile Affairs, or\n\na designee;\n\n3. The Attorney General, or a designee;\n\n4. The State Commissioner of Health, or a designee;\n\n5. The Director of the Department of Human Services, or a\n\ndesignee;\n\n6. The Commissioner of Mental Health and Substance Abuse\n\nServices, or a designee;\n\n7. The Presiding Judge of the Oklahoma Court of Criminal\n\nAppeals, or a designee;\n\n8. The Executive Coordinator of the District Attorneys Council,\n\nor a designee;\n\n9. The Executive Director of the Oklahoma Indigent Defense\n\nSystem, or a designee;\n\n10. Two members of the Oklahoma House of Representatives\n\nappointed by the Speaker of the Oklahoma House of Representatives;\n\nand\n\n11. Two members of the Oklahoma State Senate appointed by the\n\nPresident Pro Tempore of the Senate.\n\nB. The chair shall be appointed by the Speaker of the Oklahoma\n\nHouse of Representatives on or before December 1, 2007. The vice-\n\nchair shall be appointed by the President Pro Tempore of the\n\nOklahoma State Senate on or before December 1, 2007. The chair\n\nshall convene the first meeting of the Task Force on or before\n\nJanuary 1, 2008. The members of the Task Force shall elect any\n\nother officers during the first meeting and upon a vacancy in any\n\noffice. The Task Force shall meet as often as necessary. Task\n\nForce members employed by the state shall be reimbursed for travel\n\nexpenses related to their service on the Task Force by their\n\nrespective agencies pursuant to the provisions of the State Travel\n\nReimbursement Act. Legislative members of the Task Force shall be\n\nreimbursed for their necessary travel expenses incurred in the\n\nperformance of their duties in accordance with Section 456 of Title\n\n74 of the Oklahoma Statutes. Remaining Task Force members shall be\n\nreimbursed travel expenses related to their service on the Task\n\nForce by their appointing authorities pursuant to the provisions of\n\nthe State Travel Reimbursement Act.\n\nC. The Transformational Justice Interagency Task Force shall:\n\n1. Establish goals for reducing the rate of recidivism among\n\ninmates;\n\n2. Coordinate the reentry programs of the state to help inmates\n\nfind jobs, housing, substance abuse treatment, medical care, and\n\nmental health services;\n\n3. Ensure that those who supervise offenders in prison are\n\nlinked to those that will supervise them after release;\n\n4. Identify methods to improve collaboration and coordination\n\nof reentry programs and services, including cross-training,\n\nmanagement information systems that are accessible to partner\n\nagencies, screening procedures to assess and refer efficiently\n\nacross federal, state and local boundaries, and policies and\n\nprocedures that measure offender reentry management with well-\n\ndefined performance-based outcomes;\n\n5. Seek partnerships with faith-based and community groups to\n\nprovide programs and services;\n\n6. Identify effective evidence-based practices in reentry\n\nsupport, treatment and intervention programs;\n\n7. Encourage expansion of family-based treatment centers that\n\noffer family-based comprehensive treatment services for parents and\n\ntheir children as a complete family unit;\n\n8. Develop and establish a parenting skills program to be\n\nimplemented by the Department of Corrections for inmates who are\n\nwithin one (1) year of being released from incarceration. The\n\nparenting skills program shall provide education and training to\n\ndevelop and enhance inmate parenting skills with an emphasis on\n\nproviding techniques to teach the inmate how to raise a healthier\ne family unit;\n\n8. Develop and establish a parenting skills program to be\n\nimplemented by the Department of Corrections for inmates who are\n\nwithin one (1) year of being released from incarceration. The\n\nparenting skills program shall provide education and training to\n\ndevelop and enhance inmate parenting skills with an emphasis on\n\nproviding techniques to teach the inmate how to raise a healthier\n\nchild who will be less at risk of engaging in future criminal\n\nactivities;\n\n9. Establish collaboration among corrections and community\n\ncorrections, technical schools, community colleges, and the\n\nworkforce development and employment service sectors to:\n\na. promote, where appropriate, the employment of people\n\nreleased from prison and jail, through federal efforts\n\nsuch as educating employers about existing financial\n\nincentives and facilitate the creation of job\n\nopportunities, including transitional jobs, for this\n\npopulation that will benefit communities,\n\nb. connect inmates to employment, including supportive\n\nemployment and employment services, before their\n\nrelease to the community, and\n\nc. address barriers to employment;\n\n10. Include victims in the reentry process and facilitate\n\nvictim-offender dialogue when the victim is willing; and\n\n11. Communicate regularly with local agencies and faith-based\n\nand community groups.\n\nD. There is hereby created in the State Treasury a revolving\n\nfund for the Office of Faith-Based Initiatives to be designated the\n\n\"Reintegration of Inmates Revolving Fund\". The fund shall be a\n\ncontinuing fund, not subject to fiscal year limitations, and shall\n\nconsist of monies received from appropriated funds to be used for\n\ngrants to volunteer organizations including, but not limited to,\n\nfaith-based organizations which provide health, educational or\n\nvocational training and programs that assist the reintegration\n\nefforts of the Reentry Policy Council. All monies accruing to the\n\ncredit of the fund are hereby appropriated and may be budgeted and\n\nexpended by the Office of Faith-Based Initiatives. Expenditures\n\nfrom the fund shall be made upon warrants issued by the State\n\nTreasurer against claims filed as prescribed by law with the\n\nDirector of the Office of Management and Enterprise Services for\n\napproval and payment.\n\nE. There is hereby created in the State Treasury a revolving\n\nfund for the Department of Corrections to be designated the\n\n\"Transformational Justice Revolving Fund\". The fund shall be a\n\ncontinuing fund, not subject to fiscal year limitations, and shall\n\nconsist of monies received from appropriated funds to be used for\n\nbonuses to corrections officials who demonstrate improvement in\n\nrecidivism rates of inmates that were previously under the custody\n\nof the Department of Corrections. All monies accruing to the credit\n\nof the fund are hereby appropriated and may be budgeted and expended\n\nby the Department of Corrections. Expenditures from the fund shall\n\nbe made upon warrants issued by the State Treasurer against claims\n\nfiled as prescribed by law with the Director of the Office of\n\nManagement and Enterprise Services for approval and payment.\n\nF.
