There shall be established a Canteen System Board of\n\nDirectors for all canteen system services operated within the\n\nDepartment of Corrections. The members of the Canteen System Board\n\nshall be appointed by the Director of the Department of Corrections.\n\nAll canteen system operations shall be under the control of the\n\nCanteen System Board and shall operate pursuant to written\n\nguidelines established by the Board. The overall canteen operation\n\ncomposed of all correctional facility canteen operations, inmate\n\ntelephone systems and inmate electronic mail systems shall be\n\ncollectively called the Canteen System and such system shall be\n\nrequired to be self-supporting from sales receipts.\n\nB. Each correctional facility may have a canteen system\n\noperation. Each facility canteen system when established shall\n\nrequire the warden of such facility or a designee to oversee the\n\nday-to-day canteen system operations according to the guidelines set\n\nby the Canteen System Board. The Chief Financial Officer of the\n\nDepartment shall act as custodian of all canteen system funds and be\n\nresponsible for all expenditures from the canteen system accounts.\n\nThe Chief Financial Officer shall make daily deposits of all sales\n\nreceipts in the canteen system accounts. Canteen system profits\n\ngenerated by items or services for resale shall be identified\n\nmonthly by the Chief Financial Officer and transferred periodically\n\nfrom the canteen system account to the Department of Corrections\n\nInmate and Employee Welfare and Canteen System Support Revolving\n\nFund. All disbursements made from the canteen system account shall\n\nbe by voucher approved by the Chief Financial Officer and shall be\n\npayable through the Office of the State Treasurer. Documentation of\n\neach disbursement shall be kept on file by the Department. Canteen\n\nsystem records may be disposed of in accordance with the records\n\ndisposition schedule approved by the Archives and Records\n\nCommission. The Department shall notify the State Records\n\nAdministrator thirty (30) days in advance of its intent to dispose\n\nof any canteen records. The Department shall follow accounting\n\nprocedures in accordance with state fiscal accounting procedures in\n\nadministering canteen system funds. All profits from the canteen\n\nsystem shall be used exclusively for the benefit of the inmates of\n\nthe various institutions and personnel of the Department of\n\nCorrections and support of canteen system operations as determined\n\nby the Canteen System Board of Directors pursuant to subsection A of\n\nthis section.\n\nC. Inmates may work in a correctional facility canteen and\n\nshall receive reimbursement for such work through the institution\n\nincentive pay program.\n\nD.
