Stat. tit. 57, § 57-537.1","heading":"Department of Corrections Inmate and Employee Welfare","body":"and Canteen System Support Revolving Fund.\n\nA. There is hereby created in the State Treasury a revolving\n\nfund for the Department of Corrections to be designated the\n\n\"Department of Corrections Inmate and Employee Welfare and Canteen\n\nSystem Support Revolving Fund\". The fund shall be a continuing\n\nfund, not subject to fiscal year limitations, and shall consist of\n\nall profits generated from the canteen system, any inmate telephone\n\nsystem and any inmate electronic mail system. All monies accruing\n\nto the credit of the fund are hereby appropriated and may be\n\nbudgeted and expended by the Department of Corrections and the\n\nCanteen System Board of Directors for the benefit of inmates of the\n\nvarious institutions and personnel of the Department and to support\n\ncanteen system operations according to written Department policy,\n\nwelfare budget limitations, and upon approval of the Canteen System\n\nBoard. Expenditures from the fund shall be made upon warrants\n\nissued by the State Treasurer against claims filed as prescribed by\n\nlaw with the Director of the Office of Management and Enterprise\n\nServices for approval and payment. All expenditures from this fund\n\nshall comply with the applicable provisions of The Oklahoma Central\n\nPurchasing Act, unless specifically exempted by subsection E of\n\nSection 537 of this title.\n\nB. All cash balances credited to the various Department canteen\n\nfund accounts that were previously budgeted and approved for inmate\n\nand staff welfare expenditures prior to November 1, 2008, but are\n\nnot encumbered or expended as of June 30, 2008, shall be transferred\n\nto the Department of Corrections Inmate and Employee Welfare and\n\nCanteen System Support Revolving Fund upon implementation of the\n\nDepartment of Corrections consolidated canteen, trust and\n\nrestitution accounting system.
