This act applies to a power of attorney created before, on\n\nor after the effective date of this act;\n\n2. This act applies to a judicial proceeding concerning a power\n\nof attorney commenced on or after the effective date of this act;\n\n3. This act applies to a judicial proceeding concerning a power\n\nof attorney commenced before the effective date of this act unless\n\nthe court finds that application of a provision of this act would\n\nsubstantially interfere with the effective conduct of the judicial\n\nproceeding or prejudice the rights of a party, in which case that\n\nprovision does not apply and the superseded law applies; and\n\n4.
