Stat. tit. 59, § 59-1151.27","heading":"Powers and duties of Committee","body":"The Committee of Roofing Examiners shall:\n\n1. Assist and advise the Construction Industries Board on all\n\nmatters relating to the formation of rules and standards in\n\naccordance with the provisions of the Roofing Contractor\n\nRegistration Act and the provisions of the commercial roofer\n\nendorsement of the Roofing Contractor Registration Act;\n\n2. Assist and advise the Board in prescribing and adopting\n\nforms for registration and endorsement applications;\n\n3. Assist and advise the Board on the examinations for\n\napplicants for a commercial roofer endorsement of the Roofing\n\nContractor Registration Act and rules thereof, and on all matters\n\nrelating to the commercial roofer endorsement of the Roofing\n\nContractor Registration Act;\n\n4. Assist and advise the Board on establishment of standards\n\nand procedures for continuing education requirements for a\n\ncommercial roofer endorsement and procedures for all matters\n\npertaining to the formation of rules;\n\n5. Approve applications for continuing education classes or\n\ncredits for a commercial roofer endorsement, and assist and advise\n\nthe Board on establishment of standards and procedures for the\n\napproval of continuing education provider applications;\n\n6. In its discretion, issue an advisory opinion to any\n\nregistrant, governmental official or entity substantially affected\n\nby a rule or statute enforceable by the Board;\n\n7. Hear requests for reconsideration of registration and\n\nendorsement applications denied or refused by the registrar;\n\n8. When deemed necessary by the Committee, appoint a member of\n\nthe Committee to assist in investigating an alleged violation of the\n\nprovisions of the Roofing Contractor Registration Act and of any\n\nrules promulgated pursuant thereto. Such member then would be\n\ndisqualified from participation as a Roofing Hearing Board member in\n\nthe same matter brought before the Roofing Hearing Board for\n\nadjudication;\n\n9. Develop the requirements for issuance of a registration and\n\nendorsement by reciprocity to an applicant who is currently licensed\n\nor registered to engage in roofing contractor work in another state\n\nfor recommendation to the Board for its rulemaking process;\n\n10. Recommend to the Board that the Board enter into a written\n\nreciprocity agreement with another state if the requirements for\n\nregistration in the other state are deemed by the Committee to be\n\nsubstantially the same or equivalent to the requirements for\n\nobtaining an original registration in force in this state at the\n\ndate of such registration and:\n\na. that one (1) year immediately prior to the date of\n\npayment of the required fee the applicant lawfully\n\nengaged in roofing contractor work within and under\n\nthe laws of the state pursuant to a license or\n\nregistration issued thereby authorizing such roofing\n\nwork,\n\nb. that no disciplinary matters are pending against the\n\napplicant in any city, state, country, territory or\n\nprovince, and relating to the roofing trade in which\n\nthe applicant seeks reciprocity,\n\nc. that the registration being reciprocated was obtained\n\nby equivalent or substantially the same requirements\n\nin the state wherein it was issued,\n\nd. that there is a written agreement between the states\n\nwith equivalent or substantially similar registration\n\nrequirements, and\n\ne. that the applicant meets all other requirements of the\n\nConstruction Industries Board Act, including payment\n\nof the applicable license fee;\n\n11. Have such other powers and duties as are necessary to\n\nimplement the commercial roofer endorsement of the Roofing\n\nContractor Registration Act; and\n\n12.
