The Insurance Commissioner shall have full power and\n\nauthority to administer the provisions of this act, which regulates\n\nbail bondsmen and to that end to adopt, and promulgate rules and\n\nregulations to enforce the purposes and provisions of this act. The\n\nCommissioner may employ and discharge such employees, examiners,\n\ncounsel, and such other assistants as shall be deemed necessary, and\n\nhe shall prescribe their duties and their compensation shall be the\n\nsame as other state employees receive for similar services.\n\nB. Any written instrument purporting to be a copy of any\n\naction, proceeding, or finding of fact by the Commissioner, or any\n\nrecord of the seal of his office shall be accepted by all the courts\n\nof this state as prima facie evidence of the contents thereof.\n\nC.
