Stat. tit. 59, § 59-1379","heading":"Definitions","body":"As used in this act:\n\n1. \"Adverse action\" means any action taken by a state\n\npsychology regulatory authority, which is identified by that\n\nauthority as discipline, which action is taken upon the finding of a\n\nviolation and is a matter of public record;\n\n2. \"Association of State and Provincial Psychology Boards\n\n(ASPPB)\" means the recognized membership organization composed of\n\nstate and provincial psychology regulatory authorities responsible\n\nfor the licensure and registration of psychologists throughout the\n\nUnited States and Canada;\n\n3. \"Authority to practice interjurisdictional telepsychology\"\n\nmeans a licensed psychologist's authority to practice\n\ntelepsychology, within the limits authorized under this Compact, in\n\nanother compact state;\n\n4. \"Bylaws\" means those bylaws established by the Psychology\n\nInterjurisdictional Compact Commission pursuant to Section 11 of\n\nthis act for its governance, or for directing and controlling its\n\nactions and conduct;\n\n5. \"Client/patient\" means the recipient of psychological\n\nservices, whether psychological services are delivered in the\n\ncontext of healthcare, corporate, supervision and/or consulting\n\nservices;\n\n6. \"Commissioner\" means the voting representative appointed by\n\neach state psychology regulatory authority pursuant to Section 11 of\n\nthis act;\n\n7. \"Compact state\" means a state, the District of Columbia or\n\nUnited States territory that has enacted this Compact and which has\n\nnot withdrawn pursuant to Section 14 of this act or been terminated\n\npursuant to Section 13 of this act;\n\n8. \"Coordinated Licensure Information System\" or \"Coordinated\n\nDatabase\" means an integrated process for collecting, storing and\n\nsharing information on psychologists' licensure and enforcement\n\nactivities related to psychology licensure laws, which is\n\nadministered by the recognized membership organization composed of\n\nthe state psychology regulatory authorities;\n\n9. \"Confidentiality\" means the principle that data or\n\ninformation is not made available or disclosed to unauthorized\n\npersons or processes;\n\n10. \"Day\" means any part of a day in which psychological work\n\nis performed;\n\n11. \"Distant state\" means the compact state where a\n\npsychologist is physically present, not through using\n\ntelecommunications technologies, to provide temporary in-person,\n\nface-to-face psychological services;\n\n12. \"E-Passport\" means a certificate issued by the Association\n\nof State and Provincial Psychology Boards (ASPPB) that promotes the\n\nstandardization in the criteria of interjurisdictional\n\ntelepsychology practice and facilitates the process for licensed\n\npsychologists to provide telepsychological services across state\n\nlines;\n\n13. \"Executive Board\" means a group of directors elected or\n\nappointed to act on behalf of, and within the powers granted to them\n\nby, the Commission;\n\n14. \"Home state\" means a compact state where a psychologist is\n\nlicensed to practice psychology. If the psychologist is licensed in\n\nmore than one compact state and is practicing under the\n\nauthorization to practice interjurisdictional telepsychology, the\n\nhome state is the compact state where the psychologist was\n\nphysically present when the telepsychological services were\n\ndelivered. If the psychologist is licensed in more than one compact\n\nstate and is practicing under the temporary authorization to\n\npractice, the home state is any compact state where the psychologist\n\nis licensed;\n\n15. \"Identity history summary\" means a summary of information\n\nretained by the Federal Bureau of Investigation, or other designee\n\nwith similar authority, in connection with arrests and, in some\n\ninstances, federal employment, naturalization or military service;\n\n16. \"In-person, face-to-face\" means interactions in which the\n\npsychologist and the client/patient are in the same physical space\n\nretained by the Federal Bureau of Investigation, or other designee\n\nwith similar authority, in connection with arrests and, in some\n\ninstances, federal employment, naturalization or military service;\n\n16. \"In-person, face-to-face\" means interactions in which the\n\npsychologist and the client/patient are in the same physical space\n\nand which does not include interactions that may occur through the\n\nuse of telecommunication technologies;\n\n17. \"Interjurisdictional practice certificate (IPC)\" means a\n\ncertificate issued by the Association of State and Provincial\n\nPsychology Boards (ASPPB) that grants temporary authority to\n\npractice based on notification to the state psychology regulatory\n\nauthority of the intention to practice temporarily, and verification\n\nof one's qualifications for such practice;\n\n18. \"License\" means authorization by a state psychology\n\nregulatory authority to engage in the independent practice of\n\npsychology, which would be unlawful without the authorization;\n\n19. \"Noncompact state\" means any state which is not at the time\n\na compact state;\n\n20. \"Psychologist\" means an individual licensed for the\n\nindependent practice of psychology;\n\n21. \"Psychology Interjurisdictional Compact Commission\" or\n\n\"Commission\" means the national administration of which all compact\n\nstates are members;\n\n22. \"Receiving state\" means a compact state where the\n\nclient/patient is physically located when the telepsychological\n\nservices are delivered;\n\n23. \"Rule\" means a written statement by the Psychology\n\nInterjurisdictional Compact Commission promulgated pursuant to\n\nSection 12 of this act that is of general applicability, implements,\n\ninterprets or prescribes a policy or provision of the Compact, or an\n\norganizational, procedural or practice requirement of the Commission\n\nand has the force and effect of statutory law in a compact state,\n\nand includes the amendment, repeal or suspension of an existing\n\nrule;\n\n24. \"Significant investigatory information\" means:\n\na. investigative information that a state psychology\n\nregulatory authority, after a preliminary inquiry that\n\nincludes notification and an opportunity to respond if\n\nrequired by state law, has reason to believe, if\n\nproven true, would indicate more than a violation of\n\nstate statute or ethics code that would be considered\n\nmore substantial than a minor infraction, or\n\nb. investigative information that indicates that the\n\npsychologist represents an immediate threat to the\n\npublic health and safety, regardless of whether the\n\npsychologist has been notified or had an opportunity\n\nto respond;\n\n25. \"State\" means a state, commonwealth, territory or\n\npossession of the United States or the District of Columbia;\n\n26. \"State psychology regulatory authority\" means the board,\n\noffice or other agency with the legislative mandate to license and\n\nregulate the practice of psychology;\n\n27. \"Telepsychology\" means the provision of psychological\n\nservices using telecommunication technologies;\n\n28. \"Temporary authorization to practice\" means a licensed\n\npsychologist's authority to conduct temporary in-person, face-to-\n\nface practice, within the limits authorized under this Compact, in\n\nanother compact state; and\n\n29. \"Temporary in-person, face-to-face practice\" means where a\n\npsychologist is physically present, not through using\n\ntelecommunications technologies, in the distant state to provide for\n\nthe practice of psychology for thirty (30) days within a calendar\n\nyear and based on notification to the distant state.","path":["OK Code","Title 59"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os59.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"01310163d8a4ce5943df64f3fde3d7e932b454204b5f28e10efd90abd8723425","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-59-59-1378","next":"us-ok/okla.-stat.-tit.-59-59-138"},"notice":"GroundRules: Original legal text.
