Compact states shall recognize the right of a psychologist\n\nlicensed in a compact state in conformance with Section 4 of this\n\nact to practice telepsychology in other compact states, in which the\n\npsychologist is not licensed, under the authority to practice\n\ninterjurisdictional telepsychology as provided in the Compact.\n\nB. To exercise the authority to practice interjurisdictional\n\ntelepsychology under the terms and provisions of this Compact, a\n\npsychologist licensed to practice in a compact state must:\n\n1. Hold a graduate degree in psychology from an institute of\n\nhigher education that was, at the time the degree was awarded:\n\na. regionally accredited by an accrediting body\n\nrecognized by the United States Department of\n\nEducation to grant graduate degrees or authorized by\n\nprovincial statute or royal charter to grant doctoral\n\ndegrees, or\n\nb. a foreign college or university deemed to be\n\nequivalent to subparagraph a of this paragraph by a\n\nforeign credential evaluation service that is a member\n\nof the National Association of Credential Evaluation\n\nServices (NACES) or by a recognized foreign credential\n\nevaluation service;\n\n2. Hold a graduate degree in psychology that meets the\n\nfollowing criteria:\n\na. the program, wherever it may be administratively\n\nhoused, must be clearly identified and labeled as a\n\npsychology program and such a program must specify in\n\npertinent institutional catalogues and brochures its\n\nintent to educate and train professional\n\npsychologists,\n\nb. the psychology program must stand as a recognizable,\n\ncoherent organizational entity within the institution,\n\nc. there must be a clear authority and primary\n\nresponsibility for the core and specialty areas\n\nwhether or not the program cuts across administrative\n\nlines,\n\nd. the program must consist of an integrated, organized\n\nsequence of study,\n\ne. there must be an identifiable psychology faculty\n\nsufficient in size and breadth to carry out its\n\nresponsibilities,\n\nf. the designated director of the program must be a\n\npsychologist and a member of the core faculty,\n\ng. the program must have an identifiable body of students\n\nwho are matriculated in that program for a degree,\n\nh. the program must include supervised practicum,\n\ninternship or field training appropriate to the\n\npractice of psychology,\n\ni. the curriculum shall encompass a minimum of three (3)\n\nacademic years of full-time graduate study for\n\ndoctoral degrees and a minimum of one (1) academic\n\nyear of full-time graduate study for a master's\n\ndegree, and\n\nj. the program must include an acceptable residency as\n\ndefined by the rules of the Commission;\n\n3. Possess a current, full and unrestricted license to practice\n\npsychology in a home state which is a compact state;\n\n4. Have no history of adverse action that violates the rules of\n\nthe Commission;\n\n5. Have no criminal record history reported on an identity\n\nhistory summary that violates the rules of the Commission;\n\n6. Possess a current, active E-Passport;\n\n7. Provide attestations in regard to areas of intended\n\npractice, conformity with standards of practice, competence in\n\ntelepsychology technology, criminal background and knowledge and\n\nadherence to legal requirements in the home and receiving states,\n\nand provide a release of information to allow for primary source\n\nverification in a manner specified by the Commission; and\n\n8. Meet other criteria as defined by the rules of the\n\nCommission.\n\nC. The home state maintains authority over the license of any\n\npsychologist practicing in a receiving state under the authority to\n\npractice interjurisdictional telepsychology.\n\nD. A psychologist practicing into a receiving state under the\n\nauthority to practice interjurisdictional telepsychology will be\n\nsubject to the receiving state's scope of practice. A receiving\nver the license of any\n\npsychologist practicing in a receiving state under the authority to\n\npractice interjurisdictional telepsychology.\n\nD. A psychologist practicing into a receiving state under the\n\nauthority to practice interjurisdictional telepsychology will be\n\nsubject to the receiving state's scope of practice. A receiving\n\nstate may, in accordance with that state's due process law, limit or\n\nrevoke a psychologist's authority to practice interjurisdictional\n\ntelepsychology in the receiving state and may take any other\n\nnecessary actions under the receiving state's applicable law to\n\nprotect the health and safety of the receiving state's citizens. If\n\na receiving state takes action, the state shall promptly notify the\n\nhome state and the Commission.\n\nE. If a psychologist's license in any home state or another\n\ncompact state or any authority to practice interjurisdictional\n\ntelepsychology in any receiving state is restricted, suspended or\n\notherwise limited, the E-Passport shall be revoked and therefore the\n\npsychologist shall not be eligible to practice telepsychology in a\n\ncompact state under the authority to practice interjurisdictional\n\ntelepsychology.","path":["OK Code","Title 59"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os59.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"55347675295875e1203bbeb561494175471e43407eaceb24213aa61f63004837","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-59-59-1380","next":"us-ok/okla.-stat.-tit.-59-59-1382"},"notice":"GroundRules: Original legal text.
