Any pawnbroker shall make available a copy or report within\n\ntwo (2) days of any buy or pawn transaction to the local law\n\nenforcement agency of the municipality or other political\n\nsubdivision in which the pawnshop is located; provided, merchandise\n\nbought on invoice from a manufacturer or wholesaler with an\n\nestablished place of business is exempt from this reporting\n\nrequirement. However, such invoice shall be shown upon request to\n\nthe Administrator or his duly authorized representative or any\n\nauthorized peace officer. The pawnbroker may provide the\n\ntransaction report to the local law enforcement agency by either\n\nelectronically reporting the information in the transaction report\n\nto an electronic database accessible only by law enforcement\n\nagencies or by reporting a physical copy of the transaction report\n\ndirectly to the law enforcement agency. The transaction report\n\nshall include:\n\n1. The name and address of the pawnshop;\n\n2. The name, address, race, sex, weight, height, date of birth\n\nand either identification number of the seller or pledger as\n\nverified by either a state-issued identification card, driver's\n\nlicense or federal government-issued identification card or by\n\nreadable fingerprint of right or left index finger on the back of\n\nthe pawn or buy transaction copy to be retained for the pawnbroker's\n\nrecord;\n\n3. The transaction number for the buy or pawn transaction;\n\n4. The date and time of the transaction;\n\n5. The manufacturer of the item;\n\n6. A description of the item; and\n\n7. The serial number and model number where available and any\n\nother identifying markings.\n\nB. Items bought, except on invoice from a manufacturer or\n\nwholesaler with an established place of business, shall be held for\n\nten (10) days before being disposed of or sold.\n\nC. The pawnbroker shall obtain a written declaration of\n\nownership from the seller or pledgor on all buy and pawn\n\ntransactions, except refinance pawn transactions or merchandise\n\nbought from a manufacturer or wholesaler with an established place\n\nof business. The seller or pledgor shall be required to state how\n\nlong he has owned the property described in the transaction.
