A license issued to an audiologist or speech-language\n\npathologist by a home state to a resident in that state shall be\n\nrecognized by each member state as authorizing an audiologist or\n\nspeech-language pathologist to practice audiology or speech-language\n\npathology, under a privilege to practice, in each member state.\n\nB. A state shall implement or utilize procedures for\n\nconsidering the criminal history records of applicants for initial\n\nprivilege to practice. These procedures shall include the\n\nsubmission of fingerprints or other biometric-based information by\n\napplicants for the purpose of obtaining an applicant's criminal\n\nhistory record information from the Federal Bureau of Investigation\n\nand the agency responsible for retaining that state's criminal\n\nrecords.\n\n1. A member state shall fully implement a criminal background\n\ncheck requirement, within a time frame established by rule, by\n\nreceiving the results of the Federal Bureau of Investigation record\n\nsearch on criminal background checks and use the results in making\n\nlicensure decisions.\n\n2. Communication between a member state, the Commission and\n\namong member states regarding the verification of eligibility for\n\nlicensure through the Compact shall not include any information\n\nreceived from the Federal Bureau of Investigation relating to a\n\nfederal criminal records check performed by a member state under\n\nPublic Law 92-544.\n\nC. Upon application for a privilege to practice, the licensing\n\nboard in the issuing remote state shall ascertain, through the data\n\nsystem, whether the applicant has ever held, or is the holder of, a\n\nlicense issued by any other state, whether there are any\n\nencumbrances on any license or privilege to practice held by the\n\napplicant, whether any adverse action has been taken against any\n\nlicense or privilege to practice held by the applicant.\n\nD. Each member state shall require an applicant to obtain or\n\nretain a license in the home state and meet the home state's\n\nqualifications for licensure or renewal of licensure, as well as,\n\nall other applicable state laws.\n\nE. An audiologist applicant shall:\n\n1. Meet one of the following educational requirements:\n\na. on or before, December 31, 2007, has graduated with a\n\nmaster's degree or doctorate in audiology, or\n\nequivalent degree regardless of degree name, from a\n\nprogram that is accredited by an accrediting agency\n\nrecognized by the Council for Higher Education\n\nAccreditation, or its successor, or by the United\n\nStates Department of Education and operated by a\n\ncollege or university accredited by a regional or\n\nnational accrediting organization recognized by the\n\nboard,\n\nb. on or after, January 1, 2008, has graduated with a\n\ndoctoral degree in audiology, or equivalent degree,\n\nregardless of degree name, from a program that is\n\naccredited by an accrediting agency recognized by the\n\nCouncil for Higher Education Accreditation, or its\n\nsuccessor, or by the United States Department of\n\nEducation and operated by a college or university\n\naccredited by a regional or national accrediting\n\norganization recognized by the board, or\n\nc. has graduated from an audiology program that is housed\n\nin an institution of higher education outside of the\n\nUnited States:\n\n(1) for which the program and institution have been\n\napproved by the authorized accrediting body in\n\nthe applicable country, and\nEducation and operated by a college or university\n\naccredited by a regional or national accrediting\n\norganization recognized by the board, or\n\nc. has graduated from an audiology program that is housed\n\nin an institution of higher education outside of the\n\nUnited States:\n\n(1) for which the program and institution have been\n\napproved by the authorized accrediting body in\n\nthe applicable country, and\n\n(2) the degree program has been verified by an\n\nindependent credentials review agency to be\n\ncomparable to a state licensing board-approved\n\nprogram;\n\n2. Have completed a supervised clinical practicum experience\n\nfrom an accredited educational institution or its cooperating\n\nprograms as required by the board;\n\n3. Have successfully passed a national examination approved by\n\nthe Commission;\n\n4. Hold an active, unencumbered license;\n\n5. Have not been convicted or found guilty, and has not entered\n\ninto an agreed disposition, of a felony related to the practice of\n\naudiology, under applicable state or federal criminal law; and\n\n6. Have a valid United States Social Security or National\n\nPractitioner Identification number.\n\nF. A speech-language pathologist applicant shall:\n\n1. Meet one of the following educational requirements:\n\na. has graduated with a master's degree from a speech\n\nlanguage pathology program that is accredited by an\n\norganization recognized by the United States\n\nDepartment of Education and operated by a college or\n\nuniversity accredited by a regional or national\n\naccrediting organization recognized by the board, or\n\nb. has graduated from a speech-language pathology program\n\nthat is housed in an institution of higher education\n\noutside of the United States:\n\n(1) for which the program and institution have been\n\napproved by the authorized accrediting body in\n\nthe applicable country, and\n\n(2) the degree program has been verified by an\n\nindependent credentials review agency to be\n\ncomparable to a state-licensing-board-approved\n\nprogram;\n\n2. Have completed a supervised clinical practicum experience\n\nfrom an educational institution or its cooperating programs as\n\nrequired by the Commission;\n\n3. Have completed a supervised postgraduate professional\n\nexperience as required by the Commission;\n\n4. Have successfully passed a national examination approved by\n\nthe Commission;\n\n5. Hold an active, unencumbered license;\n\n6. Have not been convicted or found guilty, and has not entered\n\ninto an agreed disposition, of a felony related to the practice of\n\nspeech-language pathology, under applicable state or federal\n\ncriminal law; and\n\n7. Have a valid United States Social Security or National\n\nPractitioner Identification number.\n\nG. The privilege to practice is derived from the home state\n\nlicense.\n\nH. An audiologist or speech-language pathologist practicing in\n\na member state shall comply with the state practice laws of the\n\nstate in which the client is located at the time service is\n\nprovided. The practice of audiology and speech-language pathology\n\nshall include all audiology and speech-language pathology practice\n\nas defined by the state practice laws of the member state in which\n\nthe client is located. The practice of audiology and speech\n\nlanguage pathology in a member state under a privilege to practice\n\nshall subject an audiologist or speech-language pathologist to the\n\njurisdiction of the licensing board, the courts and the laws of the\n\nmember state in which the client is located at the time service is\n\nprovided.\n\nI. Individuals not residing in a member state shall continue to\n\nbe able to apply for a member state's single-state license as\n\nprovided under the laws of each member state. However, the single\n\nstate license granted to these individuals shall not be recognized\n\nas granting the privilege to practice audiology or speech-language\ntate in which the client is located at the time service is\n\nprovided.\n\nI. Individuals not residing in a member state shall continue to\n\nbe able to apply for a member state's single-state license as\n\nprovided under the laws of each member state. However, the single\n\nstate license granted to these individuals shall not be recognized\n\nas granting the privilege to practice audiology or speech-language\n\npathology in any other member state. Nothing in this Compact shall\n\naffect the requirements established by a member state for the\n\nissuance of a single-state license.\n\nJ. Member states may charge a fee for granting a Compact\n\nprivilege.\n\nK.
