Stat. tit. 59, § 59-1750.3","heading":"Council on Law Enforcement Education and Training -","body":"Powers and Duties.\n\nA. The director of the Council on Law Enforcement Education and\n\nTraining, and any staff member designated by the director, shall\n\nhave all the powers and authority of peace officers of this state\n\nfor the purposes of enforcing the provisions of the Oklahoma\n\nSecurity Guard and Private Investigator Act, and all other duties\n\nwhich are or may be conferred upon the Council by the Oklahoma\n\nSecurity Guard and Private Investigator Act. The powers and duties\n\nconferred on the director or any staff member appointed by the\n\ndirector as a peace officer shall not limit the powers and duties of\n\nother peace officers of this state or any political subdivision\n\nthereof. The director, or any staff member appointed by the\n\ndirector as a peace officer shall, upon request, assist any federal,\n\nstate, county, or municipal law enforcement agency.\n\nB. The Council on Law Enforcement Education and Training shall\n\nhave the following powers and duties:\n\n1. To promulgate rules to carry out the purposes of the\n\nOklahoma Security Guard and Private Investigator Act;\n\n2. To establish and enforce standards governing the training of\n\npersons required to be licensed pursuant to the Oklahoma Security\n\nGuard and Private Investigator Act with respect to:\n\na. issuing, denying, or revoking certificates of approval\n\nto security training schools, and programs\n\nadministered by the state, a county, a municipality, a\n\nprivate corporation, or an individual,\n\nb. certifying instructors at approved security training\n\nschools,\n\nc. establishing minimum requirements for security\n\ntraining schools and periodically reviewing these\n\nstandards, and\n\nd. providing for periodic inspection of all security\n\ntraining schools or programs;\n\n3. To establish minimum curriculum requirements for training as\n\nthe Council may require for security guards, armed security guards,\n\nand private investigators that shall include, but not be limited to,\n\nrecognizing and managing a person appearing to require mental health\n\ntreatment or services, crisis intervention, and techniques to assist\n\nwith de-escalating interactions between security guards, private\n\ninvestigators, and the public. Training requirements for unarmed\n\nsecurity guards shall not exceed forty (40) hours of instruction;\n\n4. To establish minimum requirements for a mandatory continuing\n\neducation program for all licensed private investigators and\n\nsecurity guards which shall include, but not be limited to:\n\na. establishing a designated minimum number of clock\n\nhours of required attendance, not to exceed twenty-\n\nfour (24) clock hours during the licensing period, at\n\naccredited educational functions,\n\nb. establishing the penalties to be imposed upon a\n\nlicensee for failure to comply with the continuing\n\neducation requirements,\n\nc. designating the Private Security Advisory Committee to\n\nassist the Council in establishing the criteria for\n\ndetermining the qualifications of proposed continuing\n\neducation programs that would be submitted to the\n\nCouncil for accreditation to meet this requirement,\n\nand\n\nd. providing that the expense of such continuing\n\neducation shall be paid by the licensee participating\n\ntherein;\n\n5. To grant a waiver of any training requirement, except\n\nfirearms training which shall be required for an armed security\n\nguard license, if the applicant has completed not less than one (1)\n\nyear of full-time employment as a security guard, armed security\n\nguard, private investigator, or law enforcement officer within a\n\nthree-year period immediately preceding the date of application and\n\nthe applicant provides sufficient documentation thereof as may be\n\nrequired by the Council;\n\n6. To grant an applicant credit for fulfilling any prescribed\n\ncourse or courses of training, including firearms training, upon\n\nsubmission of acceptable documentation of comparable training. The\n\nCouncil may grant or refuse any such credit at its discretion;\nediately preceding the date of application and\n\nthe applicant provides sufficient documentation thereof as may be\n\nrequired by the Council;\n\n6. To grant an applicant credit for fulfilling any prescribed\n\ncourse or courses of training, including firearms training, upon\n\nsubmission of acceptable documentation of comparable training. The\n\nCouncil may grant or refuse any such credit at its discretion;\n\n7. To issue the licenses and identification cards provided for\n\nin the Oklahoma Security Guard and Private Investigator Act;\n\n8. To investigate alleged violations of the Oklahoma Security\n\nGuard and Private Investigator Act or rules relating thereto and to\n\ndeny, suspend, or revoke licenses and identification cards if\n\nnecessary, or to issue notices of reprimand to licensees with or\n\nwithout probation under rules to be prescribed by the Council;\n\n9. To investigate alleged violations of the Oklahoma Security\n\nGuard and Private Investigator Act by persons not licensed pursuant\n\nto such act and to impose administrative sanctions pursuant to rules\n\nor to seek an injunction pursuant to Section 1750.2A of this title;\n\n10. To provide all forms for applications, identification\n\ncards, and licenses required by the Oklahoma Security Guard and\n\nPrivate Investigator Act;\n\n11. To enter into reciprocal agreements with officials of other\n\nstates;\n\n12. To immediately suspend a license if a licensee's actions\n\npresent a danger to the licensee or to the public, a family\n\nhousehold member, or involve a crime against a minor; and\n\n13.
