Promulgate, prescribe, amend, and repeal rules necessary to\n\nimplement the provisions of the Mechanical Licensing Act including,\n\nbut not limited to, defining categories and limitations for such\n\nlicenses and for registration of apprentices, and establishing\n\nbonding and insurance requirements precluding municipal\n\nrequirements; and\n\n2.
