The State Board of Cosmetology and Barbering is hereby\n\nauthorized to deny, revoke, suspend, or refuse to renew any license,\n\ncertificate, or registration that it is authorized to issue under\n\nthe Oklahoma Cosmetology and Barbering Act for any of the following\n\ncauses:\n\n1. Conviction of a felony crime that substantially relates to\n\nthe practice of cosmetology and poses a reasonable threat to public\n\nsafety;\n\n2. Gross malpractice or gross incompetence;\n\n3. Fraud practiced in obtaining a license or registration;\n\n4. A license or certificate holder's continuing to practice\n\nwhile afflicted with an infectious, contagious, or communicable\n\ndisease;\n\n5. Habitual drunkenness or addiction to use of habit forming\n\ndrugs;\n\n6. Advertising by means of statements known to be false or\n\ndeceptive;\n\n7. Continued or flagrant violation of any rules of the Board,\n\nor continued practice by a Board licensee in a cosmetology or barber\n\nestablishment wherein violations of the rules of the Board are being\n\ncommitted within the knowledge of the licensee;\n\n8. Failure to display license or certificate as required by the\n\nOklahoma Cosmetology and Barbering Act;\n\n9. Continued practice of cosmetology or barbering after\n\nexpiration of a license therefor;\n\n10. Employment by a salon or barber establishment owner or\n\nmanager of any person to perform any of the practices of cosmetology\n\nor barbering who is not duly licensed to perform the services;\n\n11. Practicing cosmetology or barbering in an unprofessional\n\nmanner;\n\n12. Unsanitary operating practices or unsanitary conditions of\n\na school or establishment; or\n\n13. Unsanitary operating practices of a licensee.\n\nB. As used in this section:\n\n1. \"Substantially relates\" means the nature of criminal conduct\n\nfor which the person was convicted has a direct bearing on the\n\nfitness or ability to perform one or more of the duties or\n\nresponsibilities necessarily related to the occupation; and\n\n2. \"Poses a reasonable threat\" means the nature of criminal\n\nconduct for which the person was convicted involved an act or threat\n\nof harm against another and has a bearing on the fitness or ability\n\nto serve the public or work with others in the occupation.","path":["OK Code","Title 59"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os59.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"e4a621affd8c63a798c00996dd5861f07b7228ac19c037c0a8381d5da3d5689b","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-59-59-199.10","next":"us-ok/okla.-stat.-tit.-59-59-199.13"},"notice":"GroundRules: Original legal text.
