Stat. tit. 59, § 59-199.13","heading":"Reciprocity licenses - Criteria for issuing licenses","body":"without examination.\n\nA. The State Board of Cosmetology and Barbering may issue a\n\nreciprocity license to an applicant if:\n\n1. The applicant has complied with the requirements of another\n\nstate, territory or province and applicant holds a current license\n\nas verified by certification; and\n\n2. The applicant successfully passes Oklahoma's state rules,\n\nregulations and law test administered by the Board.\n\nB. The Board may issue a license without examination to an\n\napplicant from a foreign country or territory if:\n\n1. The applicant is otherwise qualified and possesses a current\n\nlicense issued in that foreign country or territory; or\n\n2. The applicant is otherwise qualified and does not possess a\n\ncurrent license issued in that foreign country or territory, but can\n\nshow he or she has continuously engaged in the practices or\n\noccupation for which a reciprocity license is applied for at least\n\n(3) years immediately prior to such application.\n\nThe applicant from a foreign country or territory applying for a\n\ncosmetology, manicurist, facialist or barber license shall\n\nsuccessfully pass Oklahoma's state rules, regulations and law test\n\nadministered by the Board and shall possess the equivalent of at\n\nleast an eighth-grade education.\n\nThe applicant from a foreign country or territory applying for a\n\nmaster instructor's license shall successfully pass Oklahoma's state\n\nrules, regulations and law test administered by the Board and shall\n\npossess the equivalent of a high school education.\n\nThe applicant from a foreign country may be required to provide\n\nevidence that documents have been verified as valid by a creditable\n\nagency as recognized by the Board.\n\nC. The applicant from a foreign country or territory who is\n\notherwise qualified, but who possesses a current license issued in\n\nthat foreign country or territory must take examinations, both\n\npractical and written, to be issued a license if the applicant\n\ncannot show that he or she has been continuously engaged in the\n\npractices or occupation for which a reciprocity license is applied\n\nfor at least three (3) years immediately prior to such application\n\nand shall successfully pass Oklahoma's state rules, regulations and\n\nlaw test administered by the Board.\n\nD. Payment of the reciprocity fee shall also constitute payment\n\nof the first annual license fee.\n\nE.
