There is hereby re-created, to continue until July 1,\n\n2025, in accordance with the provisions of the Oklahoma Sunset Law,\n\na State Board of Cosmetology and Barbering which shall be composed\n\nof eleven (11) members to be appointed by the Governor and to serve\n\nat the pleasure of the Governor.\n\n2. One member shall be appointed from each congressional\n\ndistrict and the additional members shall be appointed at-large.\n\nHowever, when congressional districts are redrawn, each member\n\nappointed prior to July 1 of the year in which such modification\n\nbecomes effective shall complete the current term of office and\n\nappointments made after July 1 of the year in which such\n\nmodification becomes effective shall be based on the redrawn\n\ndistricts. Appointments made after July 1 of the year in which such\n\nmodification becomes effective shall be from any redrawn districts\n\nwhich are not represented by a board member until such time as each\n\nof the modified congressional districts are represented by a board\n\nmember. One member shall be a barber appointed at-large.\n\n3. At the time of appointment, the members shall be citizens of\n\nthis state, at least twenty-five (25) years of age, and shall be\n\nhigh school graduates. Six members shall, at the time of\n\nappointment, have had at least five (5) years’ continuous practical\n\nexperience in the practice of cosmetology in this state; one member\n\nshall be appointed at-large and, at the time of the appointment,\n\nhave had at least five (5) years’ continuous practical experience in\n\nthe practice of barbering in this state; one member shall be a lay\n\nperson; one member shall be an administrator of a licensed private\n\ncosmetology school; one member shall be an administrator of a\n\nlicensed barber school; and one member shall be an administrator of\n\na public school licensed to teach cosmetology or barbering.\n\n4. No two members shall be graduates of the same cosmetology\n\nschool, nor shall they be organizers of or promote the organization\n\nof any cosmetic, beauty, or hairdressers’ association. Each of the\n\neight cosmetology appointees shall continue to be actively engaged\n\nin the profession of cosmetology while serving. No two members\n\nengaged in the profession of barbering shall be organizers of or\n\npromote the organization of any barbering association. Each of the\n\ntwo barbering appointees shall continue to be actively engaged in\n\nthe profession of barbering while serving.\n\n5. If any member retires or ceases to practice his or her\n\nprofession during the term of membership on the Board, such terms\n\nshall automatically cease and the Governor shall appoint a like-\n\nqualified person to fulfill the remainder of the term.\n\nB. The terms of office for Board members shall be four (4)\n\nyears ending June 30.\n\nC. Each member shall serve until a successor is appointed and\n\nqualified.\n\nD. Six members of the Board shall constitute a quorum for the\n\ntransaction of business.\n\nE. The Governor may remove any member of the Board at any time\n\nat the Governor’s discretion. Vacancies shall be filled by\n\nappointment by the Governor for the unexpired portion of the term.\n\nF. The Board shall organize by electing from its membership a\n\nchair and vice chair, each to serve for a period of one (1) year.\n\nThe presiding officer shall not be entitled to vote upon any\n\nquestion except in the case of a tie vote.\n\nMembers shall be reimbursed for their actual and necessary\n\ntraveling expenses as provided by the State Travel Reimbursement\n\nAct.\n\nG. Within thirty (30) days after the end of each fiscal year,\n\nthe Board shall make a full report to the Governor of all its\n\nreceipts and expenditures, and also a full statement of its work\n\nduring the year, together with such recommendations as the Board\n\ndeems expedient.\n\nH. The Board may expend funds for suitable office space for the\nxpenses as provided by the State Travel Reimbursement\n\nAct.\n\nG. Within thirty (30) days after the end of each fiscal year,\n\nthe Board shall make a full report to the Governor of all its\n\nreceipts and expenditures, and also a full statement of its work\n\nduring the year, together with such recommendations as the Board\n\ndeems expedient.\n\nH. The Board may expend funds for suitable office space for the\n\ntransaction of its business. The Board shall adopt a common seal\n\nfor the use of the executive director in authenticating Board\n\ndocuments.\n\nI.
