It shall be the duty of the Department of Labor to develop\n\nan enforcement program which will ensure compliance with regulations\n\nand requirements referenced in this chapter. An enforcement program\n\nmay include, but is not limited to, regulations for identification\n\nof property locations which are subject to the regulations and\n\nrequirements; issuing notifications to violating property owners or\n\noperators; random on-site inspections and tests on existing\n\ninstallations; witnessing periodic inspections and testing in order\n\nto ensure satisfactory performance by licensed persons, sole\n\nproprietors, firms or corporations; and assisting in the development\n\nof public awareness programs.\n\nB. Any person may request an investigation into an alleged\n\nviolation of this chapter by giving notice to the Department of\n\nLabor of such violation or danger. The notice shall be in writing,\n\nshall set forth with reasonable particularity the grounds for the\n\nnotice, and shall be signed by the person making the request.\n\nC. Upon receipt of a notification, if the Commissioner\n\ndetermines that there are reasonable grounds to believe that a\n\nviolation or danger exists, the Commissioner shall cause to be made\n\nan investigation in accordance with this chapter as soon as\n\npracticable to determine if such violation or danger exists.
