In addition to other powers granted by this act, the\n\nAdministrator of Consumer Credit may, within the limitations\n\nprovided by law:\n\n1. Maintain a list of licensees, which shall be available to\n\ninterested persons and the public. The Administrator shall also\n\nprovide a toll-free number whereby consumers may obtain information\n\nabout licensees;\n\n2. Establish a complaint process whereby an aggrieved debtor or\n\na member of the public may file a complaint against a licensee or\n\nnonlicensee who violates any provision of this act. The\n\nAdministrator shall hold hearings upon the request of a party to the\n\ncomplaint, make findings of fact and conclusions of law, issue cease\n\nand desist orders and suspend or revoke a license granted under this\n\nact;\n\n3. Take action designed to obtain voluntary compliance with\n\nthis act or commence proceedings on the Administrator’s own\n\ninitiative;\n\n4. Counsel persons and groups on their rights and duties under\n\nthis act; and\n\n5. With approval of the Commission on Consumer Credit,\n\npromulgate, amend and repeal administrative rules to carry out the\n\nprovisions of the act, as provided by the Administrative Procedures\n\nAct.\n\nB. The Administrator may conduct a study regarding the system\n\nof verification of the existence of deferred deposit loans as\n\nprovided in paragraph 2 of subsection B of Section 9 of this act to\n\ndetermine:\n\n1. If the system adequately provides lenders with information\n\nas to the existence of outstanding deferred deposit loans made by\n\nother lenders; and\n\n2. If it is feasible for the Department of Consumer Credit to\n\ndevelop and maintain a database of outstanding deferred deposit\n\nloans to provide such information to lenders.\n\nThe Administrator shall consult with representatives of deferred\n\ndeposit lenders, advocates for consumers of this state and other\n\ninterested parties to conduct the study.
