Upon the filing of an application in a form prescribed by\n\nthe Administrator of the Department of Consumer Credit, accompanied\n\nby the fees and documents required by this act, the Administrator\n\nshall investigate to ascertain whether the requirements prescribed\n\nby this act have been satisfied. If the Administrator finds that\n\nthe requirements have been satisfied and approves the documents, the\n\nAdministrator shall issue to the applicant a license to engage in\n\nthe business of making small loans in this state.\n\nB.
