If the Administrator of the Department of Consumer Credit\n\ndetermines that an applicant is not qualified to receive a license,\n\nthe Administrator shall notify the applicant in writing that the\n\napplication has been denied, stating the basis for denial.\n\nB. If the Administrator denies an application, or if the\n\nAdministrator fails to act on an application within ninety (90) days\n\nafter the filing of a properly completed application, the applicant\n\nmay make a written demand to the Administrator for a hearing before\n\nthe Administrator on the question of whether the license should be\n\ngranted.\n\nC. Any hearing on the denial of a license shall be conducted\n\npursuant to the Administrative Procedures Act; provided, that the\n\nburden of proof that the applicant is entitled to a license shall be\n\non the applicant.
