No person shall practice dentistry, dental hygiene, or\n\ndental assisting without first applying for and obtaining a license\n\nfrom the Board of Dentistry.\n\nB. Application shall be made to the Board in writing and shall\n\nbe accompanied by the fee established by the rules of the Board,\n\ntogether with satisfactory proof that the applicant:\n\n1. Is of good moral character;\n\n2. Is twenty-one (21) years of age, or over, at the time of\n\nmaking application to practice dentistry or eighteen (18) years of\n\nage, or over, if the applicant is to practice dental hygiene;\n\n3. Has passed a written theoretical examination and a clinical\n\nexamination approved by the Board within the previous five (5)\n\nyears; and\n\n4. Has passed a written jurisprudence examination over the\n\nrules and laws affecting dentistry in this state.\n\nC. An application from a candidate who desires to secure a\n\nlicense from the Board to practice dentistry or dental hygiene in\n\nthis state shall be accompanied by satisfactory proof that the\n\napplicant:\n\n1. Is a graduate of an accredited dental college, if the\n\napplicant is to practice dentistry;\n\n2. Is a graduate of an accredited dental hygiene program, if\n\nthe applicant is to practice dental hygiene; and\n\n3. Has passed all portions of the National Board Dental\n\nExamination or the National Board Dental Hygiene Examination.\n\nD. Pursuant to Section 328.15 of this title, the Board may\n\naffiliate as a member state, and accept regional exams from the\n\nCommission on Dental Competency Assessments (CDCA-WREB-CITA) if the\n\nfollowing requirements are included:\n\n1. For dental licensing the following components on a live\n\npatient or manikin:\n\na. a fixed prosthetic component of the preparation of an\n\nanterior all porcelain crown and the preparation of a\n\nthree-unit posterior bridge,\n\nb. a periodontal component,\n\nc. an endodontic component,\n\nd. an anterior class III and posterior class II\n\nrestorative component,\n\ne. a diagnosis and treatment planning section as approved\n\nby the Board, as specified in Section 328.15 of this\n\ntitle, and\n\nf. the Board may determine equivalencies based on\n\ncomponents of other exams for the purpose of\n\ncredentialing; or\n\n2. For dental hygienists licensing the following components on\n\na live patient or manikin:\n\na. clinical patient treatments with an evaluation of\n\nspecific clinical skills, and\n\nb. evaluation of the candidate’s compliance with\n\nprofessional standards during the treatment as\n\napproved by the Board in Section 328.15 of this title\n\nand shall include:\n\n(1) extra/intra oral assessment,\n\n(2) periodontal probing, and\n\n(3) scaling/subgingival calculus removal and\n\nsupragingival deposit removal.\n\nE. When the applicant and the accompanying proof are found\n\nsatisfactory, the Board shall notify the applicant to appear for the\n\njurisprudence examination at the time and place to be fixed by the\n\nBoard. A dental student or a dental hygiene student in the\n\nstudent’s last semester of a dental or dental hygiene program,\n\nhaving met all other requirements, may make application and take the\n\njurisprudence examination with a letter from the dean of the dental\n\nschool or director of the hygiene program stating that the applicant\n\nis a candidate for graduation within the next six (6) months.\n\nF. The Board shall require every applicant for a license to\n\npractice dentistry or dental hygiene to submit, for the files of the\n\nBoard, a copy of a dental degree or dental hygiene degree, an\n\nofficial transcript, a recent photograph duly identified and\n\nattested, and any other information as required by the Board.\n\nG. Any applicant who fails to pass the jurisprudence\n\nexamination may apply for a second examination, in which case the\n\napplicant shall pay a reexamination fee as established by the\n\nstatutes or rules of the State Dental Act.\n\nH. A dentist or dental hygienist currently licensed in another\nript, a recent photograph duly identified and\n\nattested, and any other information as required by the Board.\n\nG. Any applicant who fails to pass the jurisprudence\n\nexamination may apply for a second examination, in which case the\n\napplicant shall pay a reexamination fee as established by the\n\nstatutes or rules of the State Dental Act.\n\nH. A dentist or dental hygienist currently licensed in another\n\nstate having met the qualifications in paragraphs 1 through 3 of\n\nsubsections B and C of this section may apply for a license by\n\ncredentials upon meeting the following:\n\n1. A dentist holding a general dentist license in good standing\n\nand having practiced for at least five hundred (500) hours within\n\nthe previous five (5) years immediately prior to application and\n\nhaving passed a regional examination substantially equivalent to the\n\nrequirements for this state may apply for licensure by credentials;\n\n2. A dental hygienist holding a dental hygiene license in good\n\nstanding and having practiced for at least four hundred twenty (420)\n\nhours within the previous five (5) years immediately prior to\n\napplication and having passed a regional examination substantially\n\nequivalent to the requirements for this state may apply for\n\nlicensure by credentials. Applicants for credentialing must\n\ninclude:\n\na. a letter of good standing from all states in which the\n\napplicant has ever been licensed, and\n\nb. any other requirements as set forth by the rules;\n\n3. An applicant applying for a dental or dental hygiene license\n\nby credentials shall only be required to pass the jurisprudence\n\nportion of the examination requirements as set forth in paragraph 4\n\nof subsection B of this section; and\n\n4. The spouse of an active duty military member pursuant to a\n\ncurrent permanent change of station order from the military who was\n\nactively licensed in another state for the previous two (2) years\n\nshall be eligible for a license or permit pursuant to the\n\nrequirements listed in 50 U.S.C., Section 4025(a).\n\nI. 1. There shall be seven types of advanced procedures\n\navailable for dental hygienists upon completion of a Commission on\n\nDental Accreditation (CODA) approved program, course, or\n\ncertification program that has been approved by the Board:\n\na. administration of nitrous oxide,\n\nb. administration of local anesthesia,\n\nc. neuromodulator administration,\n\nd. therapeutic use of lasers,\n\ne. phlebotomy,\n\nf. venipuncture, and\n\ng. elder care and public health pursuant to Section\n\n328.58 of this title.\n\n2. A dental hygienist holding an advanced procedure permit or\n\ncredential in any other state for two (2) years shall be eligible\n\nfor the advanced procedure permit by credentials; provided, that\n\napplication for the advanced procedure permit by credentials for\n\nadministration of local anesthesia shall additionally require proof\n\nof passage of such advanced procedure in a CDCA-WREB-CITA exam.\n\n3. For all advanced procedures other than administration of\n\nlocal anesthesia, a dental hygienist may apply by filling out an\n\napplication with required documentation of training as required by\n\nstate law and rules of the Board. A dental hygienist licensed by\n\nthe Board prior to January 30, 2024, shall be eligible for the\n\nadvanced procedure of therapeutic use of lasers upon submission of\n\nan affidavit attesting to two (2) years of practice using lasers.\n\n4. All advanced procedures shall be added to the dental hygiene\n\nlicense upon approval.\n\nJ. All licensees and permit holders shall display the current\n\npermit or license in a visible place within the dental office or\n\ntreatment facility.\n\nK. The Board shall have the authority to temporarily change\n\nrequirements of an examination due to availability or changes in the\n\nexamination format, not to exceed one (1) year.\n\nL. During a year in which governmental officials have declared\nt\n\npermit or license in a visible place within the dental office or\n\ntreatment facility.\n\nK. During a year in which governmental officials have declared\n\na health pandemic, a state or federal disaster, or other natural or\n\nman-made disaster, the Board shall have the authority through a\n\nresolution to change or make allowances in requirements of all\n\ncandidates for licensure and issue temporary licenses for extended\n\nperiods of time or as needed until the event passes. The resolution\n\nshall have a beginning and an end date and shall automatically\n\nexpire no less than thirty (30) days after the end of the disaster\n\nis declared by governmental officials.\n\nM. Every licensee or permit holder shall have an official\n\naddress and email address listed with the Board. Every licensee or\n\npermit holder shall update the address within thirty (30) calendar\n\ndays of moving. Official notification of any action of the Board\n\nadverse to a licensee or permit holder including but not limited to\n\nnotification of license or permit cancellation due to nonrenewal,\n\nnotice of a formal complaint, or a decision of the hearing panel or\n\nboard, shall be served to the licensee or permit holder by\n\nregistered mail at the official address, in person, to the\n\nlicensee’s or permit holder’s attorney, by agreement of the\n\nindividual, by a process server, or by an investigator of the Board\n\npursuant to Section 2004 of Title 12 of the Oklahoma Statutes.","path":["OK Code","Title 59"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os59.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"03e07ac471aab0cb7683e2cbe6335afb476c62665abe1c7e7d891fb16df7c941","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-59-59-328.20","next":"us-ok/okla.-stat.-tit.-59-59-328.22"},"notice":"GroundRules: Original legal text.
