There is established a special volunteer license for\n\ndentists and a special volunteer license for dental hygienists who\n\nare retired from active practice or out-of-state licensees in active\n\npractice who are in the Oklahoma Medical Reserve Corps or assisting\n\nwith emergency management, emergency operations or hazard mitigation\n\nin response to any emergency, man-made disaster or natural disaster,\n\nor participating in public health initiatives, disaster drills and\n\ncommunity service events that are endorsed by a city or county\n\nhealth department or the State Department of Health and wish to\n\ndonate their expertise for the dental care and treatment of indigent\n\nand needy persons of the state. A special volunteer license may\n\nalso be issued for any live patient training approved by the Board\n\nof Dentistry. The special volunteer license shall be:\n\n1. Issued by the Board of Dentistry to eligible persons;\n\n2. Issued without the payment of an application fee, license\n\nfee or renewal fee;\n\n3. Issued or renewed without any continuing education\n\nrequirements for a period less than one (1) calendar year; and\n\n4. Issued for one (1) calendar year or part thereof.\n\nB. A special volunteer license may be issued for a dentist or\n\ndental hygienist who is on active duty military service. This\n\nlicense shall not be subject to paragraph 4 of subsection A of this\n\nsection and may be issued for the time period of the tour of duty.\n\nC. A dentist or dental hygienist must meet the following\n\nrequirements to be eligible for a special volunteer license:\n\n1. Completion of a special volunteer dental or dental hygiene\n\nlicense application including documentation of the dental or dental\n\nhygiene school graduation and practice history;\n\n2. Documentation that the dentist or dental hygienist has been\n\npreviously issued a full and unrestricted license to practice\n\ndentistry or dental hygiene in this state or in another state of the\n\nUnited States and that he or she has never been the subject of any\n\nreportable medical or dental disciplinary action in any\n\njurisdiction. If the dentist or dental hygienist is licensed in\n\nmore than one state and any license of the licensee is suspended,\n\nrevoked, or subject to any agency order limiting or restricting\n\npractice privileges, or has been voluntarily terminated under threat\n\nof sanction, the dentist or dental hygienist shall be ineligible to\n\nreceive a special volunteer license;\n\n3. Acknowledgement and documentation that the dentist’s or\n\ndental hygienist’s practice under the special volunteer license will\n\nbe exclusively and totally devoted to providing dental care to needy\n\nand indigent persons in this state;\n\n4. Acknowledgement and documentation that the dentist or dental\n\nhygienist will not receive or have the expectation to receive any\n\npayment or compensation, either direct or indirect, for any dental\n\nservices rendered under the special volunteer license; and\n\n5. A listing of all locations and dates that the person will be\n\ncompleting volunteer work under the special volunteer license.\n\nD. The Board of Dentistry shall have jurisdiction over\n\ndentists, dental hygienists, dental assistants and dental\n\ntechnicians who volunteer their professional services in the state.\n\nDental assistants and dental technicians shall work under the direct\n\nsupervision of a dentist.\n\nE. Dental assistants may be issued a volunteer permit at the\n\nrequest of an entity that provides dental services to the needy.\n\nVolunteers in a volunteer initiative who are not dentists or dental\n\nhygienists shall be named and provided on a list to the Board by the\n\nentity hosting the volunteer initiative with any other requirements\n\nas set forth by the Board. The Board shall provide written\n\ndocumentation to the host entity designating all persons who may\nVolunteers in a volunteer initiative who are not dentists or dental\n\nhygienists shall be named and provided on a list to the Board by the\n\nentity hosting the volunteer initiative with any other requirements\n\nas set forth by the Board. Any person working under a volunteer dental assistant\n\npermit shall not receive payment or compensation for any services\n\nrendered under the volunteer dental assistant permit. Volunteer\n\ndental assistant permits shall be limited to specific dates and\n\nlocations of services to be provided.\n\nF. All persons providing care shall do so under the provisions\n\nspecified in Section 328.1 et seq. of this title or rules\n\npromulgated by the Board. Only those functions authorized by law or\n\nadministrative rule shall be performed by the named person approved\n\nby the Board.\n\nG. Volunteers shall not use sedation or general anesthesia\n\nduring volunteer procedures.\n\nH. Volunteers shall use a form to be provided by the Board for\n\nany patient with clear instructions for any and all follow-up care.\n\nI. At any time, the Board shall revoke a volunteer license\n\nbased on documentation of failure to participate according to state\n\nlaws or administrative rules.\n\nJ. A special volunteer license shall be restricted to services\n\nprovided at the locations listed on the application or for a\n\nspecific not-for-profit treatment provider group as approved by the\n\nBoard.\n\nK.
