No person shall operate a funeral establishment, commercial\n\nembalming establishment, or crematory, engage in the sale of any\n\nfuneral service merchandise to the public, provide funeral services,\n\ncarry on the business or profession of embalming or funeral\n\ndirecting or perform any of the functions, duties, or powers\n\nprescribed for funeral directors or embalmers pursuant to the\n\nprovisions of the Funeral Services Licensing Act unless the person\n\nhas obtained the license specified by rules promulgated pursuant to\n\nthe Funeral Services Licensing Act and has otherwise complied with\n\nthe provisions of the Funeral Services Licensing Act. The license\n\nshall be nontransferable and nonnegotiable.\n\nB. A license shall not be issued to any person for the\n\noperation of a funeral or embalming establishment which does not\n\nemploy an embalmer licensed pursuant to the provisions of Section\n\n396.3 of this title. An individual who supervises a funeral or\n\nembalming establishment shall be licensed pursuant to the provisions\n\nof Section 396.3 of this title.\n\nC.
