In addition to the other powers and duties imposed by law,\n\nthe Board shall have the power and duty to:\n\n1. Prescribe such rules and to make such orders, as it may deem\n\nnecessary or expedient in the performance of its duties;\n\n2. Prepare, conduct, and grade examinations of persons who\n\nshall apply for the issuance of licenses and registrations to them,\n\nand to promulgate such rules with reference thereto as it may deem\n\nproper as a portion used to determine competency for the issuance of\n\nlicenses or registrations;\n\n3. Work with nationally recognized licensing and registration\n\norganizations to prepare, conduct, and grade examinations, written\n\nor oral, of persons who shall apply for the issuance of licenses or\n\nregistrations;\n\n4. Determine the satisfactory passing score on examinations and\n\nissue licenses and registrations to persons who shall have passed\n\nexaminations, or who shall otherwise be entitled thereto;\n\n5. Determine eligibility for licenses and certificates of\n\nauthority and issue them;\n\n6. Determine eligibility for registration as a registered\n\ncommercial interior designer and for certificate of title and issue\n\nthem;\n\n7. Promulgate rules to govern the issuing of reciprocal\n\nlicenses and registrations;\n\n8. Upon good cause shown, as hereinafter provided, deny the\n\nissuance of a license, registration, certificate of authority or\n\ncertificate of title or suspend, revoke, refuse to renew or issue\n\nprobation orders for licenses or registrations, and/or require\n\nadditional educational coursework and determine when the objectives\n\nhave been met;\n\n9. Upon proper showing, reinstate or conditionally reinstate\n\nlicenses, registrations, certificates of title or certificates of\n\nauthority previously issued;\n\n10. Review, affirm, reverse, vacate or modify its order with\n\nrespect to any such denial, suspension, revocation, probation and/or\n\neducational coursework requirements or refusal to renew;\n\n11. Prescribe rules governing proceedings for the denial of\n\nissuance of a license, registration, certificate of authority or\n\ncertificate of title, suspension, revocation or refusal to renew, to\n\nissue probation orders and/or require additional educational\n\ncoursework and determine when the objectives have been met for\n\ncause, and reinstate them;\n\n12. Prescribe such penalties, as it may deem proper, to be\n\nassessed against holders of licenses, registrations, certificates of\n\nauthority or certificates of title for the failure to pay the\n\nbiennial fee hereinafter provided for;\n\n13. Levy civil penalties plus the legal costs incurred by the\n\nBoard to prosecute the case against any person or entity who shall\n\nviolate any of the provisions of the State Architectural and\n\nRegistered Commercial Interior Designers Act, or any rule\n\npromulgated pursuant thereto;\n\n14. Obtain an office, secure such facilities, and employ,\n\ndirect, discharge and define the duties and set the salaries of such\n\noffice personnel and set the salaries of such unclassified and\n\nexempt office personnel as deemed necessary by the Board;\n\n15. Initiate disciplinary action, prosecute and seek\n\ninjunctions against any person or entity who has violated any of the\n\nprovisions of the State Architectural and Registered Commercial\n\nInterior Designers Act or any rule of the Board promulgated pursuant\n\nto said act and against the owner/developer of the building type not\n\nexempt;\n\n16. Investigate alleged violations of the State Architectural\n\nand Registered Commercial Interior Designers Act or of the rules,\n\norders or final decisions of the Board;\n\n17. Promulgate rules of conduct governing the practice of\n\nlicensed architects, landscape architects and registered commercial\n\ninterior designers;\n\n18. Keep accurate and complete records of proceedings, and\n\ncertify the same as may be appropriate;\n\n19. Whenever it deems it appropriate, confer with the Attorney\nrcial Interior Designers Act or of the rules,\n\norders or final decisions of the Board;\n\n17. Promulgate rules of conduct governing the practice of\n\nlicensed architects, landscape architects and registered commercial\n\ninterior designers;\n\n18. Keep accurate and complete records of proceedings, and\n\ncertify the same as may be appropriate;\n\n19. Whenever it deems it appropriate, confer with the Attorney\n\nGeneral or the Attorney General's assistants in connection with all\n\nlegal matters and questions. The Board may also retain an attorney\n\nwho is licensed to practice law in this state. The attorney shall\n\nserve at the pleasure of the Board for such compensation as may be\n\nprovided by the Board. The attorney shall advise the Board and\n\nperform legal services for the Board with respect to any matters\n\nproperly before the Board. In addition to the above, the Board may\n\nemploy hearing examiners to conduct administrative hearings under\n\nthe provisions of the Administrative Procedures Act;\n\n20. Prescribe by rules, fees to be charged as required by this\n\nact;\n\n21. Adopt rules providing for a program of continuing education\n\nin order to ensure that all licensed architects or landscape\n\narchitects and registered commercial interior designers remain\n\ninformed of those technical and professional subjects that the Board\n\ndeems appropriate. The Board may by rule describe the methods by\n\nwhich the requirements of such program may be satisfied. Failure to\n\nmeet such requirements of continuing education shall result in\n\nnonrenewal of the license issued to the architect or landscape\n\narchitect or nonrenewal of the registration issued to the registered\n\ncommercial interior designer;\n\n22. Adopt rules regarding requirements for intern development\n\nas a prerequisite for licensure or registration;\n\n23. Give scholarships, as determined by the Board, to an\n\nindividual or individuals advancing toward obtaining an accredited\n\nNational Architectural Accreditation Board, Landscape Architectural\n\nAccreditation Board or Council for Interior Design Accreditation\n\ndegree in one of these three professions in an Oklahoma higher\n\neducation institution; and\n\n24. Take such other action as may be reasonably necessary or\n\nappropriate to effectuate the State Architectural and Registered\n\nCommercial Interior Designers Act. The Board may, at its\n\ndiscretion, contract with other state agencies and nonprofit\n\ncorporations for the endowment, management, and administration of\n\nscholarships. The requirements of such scholarships shall be\n\ndetermined by the Board. However, nothing contained herein shall be\n\nconstrued as requiring the Board to endow or award any scholarship.\n\nB. The Board may use its funds to establish and conduct\n\ninstructional programs for persons who are currently licensed under\n\nthis act, persons seeking licensure, as well as refresher courses\n\nfor persons interested in obtaining adequate instruction or programs\n\nof study to qualify them for licensure to practice. The Board may\n\nexpend its funds for these purposes and may conduct, sponsor, and\n\narrange for instructional programs and may carry out instructional\n\nprograms through extension courses or other media. The Board may\n\nenter into plans or agreements with community colleges, public or\n\nprivate institutions of higher learning, the State Board of\n\nEducation, the Oklahoma Department of Career and Technology\n\nEducation, or nonprofit organizations for the purpose of planning,\n\nscheduling or arranging courses, instruction, extension courses, or\n\nassisting in obtaining courses of study or programs in the fields of\n\narchitecture, landscape architecture, or commercial interior design.\n\nThe Board shall encourage the educational institutions in Oklahoma\n\nto offer courses necessary to complete the educational requirements\n\nof Section 46.1 et seq. of this title. For the purpose of carrying\nr arranging courses, instruction, extension courses, or\n\nassisting in obtaining courses of study or programs in the fields of\n\narchitecture, landscape architecture, or commercial interior design.\n\nThe Board shall encourage the educational institutions in Oklahoma\n\nto offer courses necessary to complete the educational requirements\n\nof Section 46.1 et seq. of this title.
